City for sale: ultraliberal inflection in the production of space in Florianópolis

Abstract

This article analyses urban space production in the city of Florianópolis based on the articulation between government, real state capital and traditional press to meet the local ruling classes’ interests and facilitate real estate expansion. To achieve this, it was necessary to dismantle public agencies and instruments of planning and inspection through an administrative reform. The apex was the approval of the revision of the Master Plan in 2023, ignoring the demands of popular movements. This process benefited from the economic, political and ideological spheres, which are the main forms adopted by the ruling classes to control the urban space, under the auspices of the city-corporation. In opposition to that, Florianópolis, the capital city of the state of Santa Catarina, is a field of social struggles for access to urban land and for the right to the city.
