This paper analyses the constitution of the health-planning field, in Brazil, using a Hermeneutical analysis of Abrasco papers, published during the eighties. With this purpose, a theoretical fundamentality is made in order to clarify the dilemmas of this area. Finally, a theorical proposal is made to support a reconstitution of health planning field.
