Abstract
This article addresses the general rules of sport in Brazil and Portugal, from a comparative perspective. It starts from the assumption that sport should be the focus of state attention and public policies as a citizenship development strategy. The main objective is to comparatively analyze the sports legislation in Brazil and Portugal, especially the acts that established the general rules for this sector at the national level. For this, a descriptive-analytical research with a qualitative approach and exploratory scope was carried out, organized from field work and analysis and treatment of empirical and documental material. The content analysis of the documents confirmed that in Brazil financing is the main issue in the State's normative action, while in Portugal the regulatory exercise is the main concern. In both countries, it was possible to observe the impact of mega-events in the legislative sphere, with the production of exceptional acts.
