In this paper, a theoretical reflection about the social participation as citizenship site, rescued from a struggle process for the Brazilian Sanitary Reformation in the 80's and 90's, has been reported. Thus, we have searched to define the social participation and the citizenship making-off after a reflection about the trials for a polítical social explanation for the process of citizer,ship, the ways to the rights to health, taking social participation related to legal institutional conquest and about participation while a possibility of social subjects constitution. It has been pointed out that in a full of contradictions context such as ours, the congregated administration may be constituted into a problematic space for both individual and colective construction of articulator subjects of logics of solidarity based system.
