This article points out the contributions that the theory of institutional analysis can give on the study of the inter-relations between state health services and its clintele. This theoretical model has instruments that can increase the autonomy of clients and professionals, as well as improve the quality of the services provided. The methodology adopted questions the theoretical model through this essay which adopted pressupositions, concepts and ideas from the Institutionalist Movement by Gregorio Baremblitt.
