This text intends to analyze historic normative acts of evaluation, regulation, and supervision directed towards Federal Institutes of Education, Science and Technology, starting at the creation of the National System for the Evaluation of Higher Education (Sinaes). This research has a theoretical and documental nature, using bibliometric studies and discursive textual analysis to raise data. It is concluded that the implemented evaluative and regulatory policies are neither directed nor planned for the academic, administrative and organizational specificities, besides being subjected to the same regulations as federal universities.
