  • Export Barriers for SMEs from Emerging Market: A Model of Analysis for Non-Tech Companies Research Article

    ABSTRACT This research seeks to enrich the existing theories by analyzing what are the barriers affecting the export process of small and medium-sized non-tech companies in emerging markets, while simultaneously examining the relationship between internal and external barriers in this context. Non-tech companies are characterized by little knowledge and limited resources. How could this kind of company reach the global market? What barriers hinder the exporting process the most? A confirmatory factor analysis was carried out, and the validated model based on 71 responses obtained was adjusted in a selected sector. The results suggest that the governmental and sociocultural barriers are the most significant from the perspective of external barriers, while market barriers and the manager’s personal dimensions have greater significance from the perspective of internal barriers. Our paper offers a theoretical contribution by developing a measurement model (a) testing the existing barriers simultaneously with the managerial/entrepreneurial barriers and with (b) the focus on non-tech firms. For practitioners, the identification of barriers can be useful to foster specific actions in terms of public policies, in addition to internal actions focused on the development of the managers’ capacities.
  • Developing Operational Capabilities in the Collaborative Practice-Adoption Process through Different Triadic Structures Research Article

    ABSTRACT Our study investigates how collaboration from a triadic perspective affects the development of operational capabilities through a practice-adoption process. This research conducted a multiple case study in three triads in Brazil. The results imply that inter-organizational collaboration plays a positive role by moderating the relationship between information technology practices and the development of customization, responsiveness, and cooperation capabilities. Moreover, sharing information emerges as a critical factor for these three capabilities when collaboration is present. In addition, collaboration enables the development of improvement-thinking, dyadic-diffused relationships between buyer-supplier or supplier-supplier in an open triad. In this triadic structure, the first-tier supplier plays a unique role in information sharing and capabilities development. On the other hand, to ensure the development of other capabilities, such as responsiveness, the buyer and second-tier supplier must expand their connection to form at least a transitional structure.
  • Public Value in the Perception of Citizens from the Perspective of Smart Cities Research Article

    ABSTRACT This study addresses the public value theory from the perspective of smart cities and aims to propose the validation of a framework from the citizen’s perception and the principles of public value generation from the perspective of smart cities. For its development, the principles of the OECD were related to the characteristics of smart cities for the elaboration of a questionnaire, using the five-point Likert scale, which was applied to 256 residents of the city of Natal. The collected data were analyzed using descriptive statistics and the exploratory and confirmatory factor analysis technique. The results show that even when the citizen has not contributed to the elaboration of the principles for the generation of public value, he/she recognizes the importance of the theme for the delivery of better public services. As a contribution to managers and society, it is suggested more investment in education and knowledge of citizens about the importance of their participation and use of digital services, raising the level of user maturity to the level of maturity of government actions. As an academic contribution, the scale theoretically represented and statistically validated contributes to the continuity of studies on public value, as a key element for governance in smart cities. As an opportunity for future research, the application of the tool in other cities is suggested to establish comparisons, as well as research involving the maturity of respondents, as users of digital government services and their knowledge of public value, for a better alignment between government and citizen.
  • The Mediating Role of SMEs’ Performance in the Relationship between Entrepreneurial Orientation and Access to Finance Research Article

    ABSTRACT Access to bank credit is one of the major concerns of SMEs in their survival. To reduce their concerns, SMEs’ entrepreneurial attitudes that are the dimensions of entrepreneurial orientation (EO) might provide them some opportunities. This is because EO increases financial performance of SMEs, which is positively perceived by banks when making credit decision. In this regard, this paper aims to examine the mediating role of the performance of SMEs in the relationship between EO and access to bank finance. In parallel with this purpose, the paper analyzes 479 SMEs that operate in Turkey. To measure the mediating role of firm performance, Andrew Hayes’ process macro for binary dependent variable was employed by the researcher. According to the results, while performance mediates the relationship between innovativeness-access to finance and risk-taking access to bank finance, it does not mediate the relationships between proactiveness, competitive aggressiveness, autonomy, and access to finance.
