No permanent link - Working conditions of contractors in the public administration of the Brazilian states

ABSTRACT

The main objective of this article is to explain the extent and depth with which the regulation of hiring for a fixed period, existing in the Federative States, changes the working conditions in the Brazilian public administration. To identify this phenomenon, the latest version of the legislation of the States regarding these contracts is used. It was possible to verify that the new contractual terms placed on the growing part of the Brazilian public workers impact on several aspects of their functional life (remuneration, social rights and guarantees, contractual termination, etc.). Additionally, it is proved that this phenomenon is not specific or restricted to a few States, but national, despite a greater occurrence in the States of the North and Northeast regions.
