Open-access Desafios contemporâneos para as políticas públicas de cultura na cidade de São Paulo

This article discusses the contemporary challenges in the field of management and consolidation of public policies of culture in the City of São Paulo, with the main objective of reflecting on the trajectory of cultural policies in the city and its dialogue with the construction of the National System of Culture. We seek to highlight experiences of democratic and participatory cultural policies in the city and that were linked to the agendas of decentralization, social participation, cultural citizenship, institutionalization and implementation of the Municipal System of Culture. We identified two distinct paths of implementation of this agenda. The first (2001 to 2016), with a great advance in democratic and participatory policies, which generated significant institutional changes and greater dialogue and adherence to the federal government’s agenda. The second (2017 to 2024), a period of setbacks and curtailment of social participation. In addition, the serious co-optation and populist appropriation of the agenda of diversity and cultural citizenship. Creating narratives of the entrepreneurial periphery and of peripheral market belonging, assumed by the neoliberal agenda of these administrations. Finally, we seek to present the main challenges for the next management of culture in the city.
