Interveners in the post-Estado Novo (1945-1947) transition: the missing link of limited decentralization?

Abstract

The study of interveners in the Brazilian states in the period from 1945 to 1947 has been neglected by historiography, especially regarding the redistribution of power in the federation. This article employs contextual analysis and prosopography to discuss the influence of the post-Estado Novo transition on the limited decentralization of administrative and fiscal authority observed in that period. Three factors that contributed to this result stand out: the sequence of the decentralization process, with the election of governors after the redesign of the federation by the 1946 Constituent Assembly; the imposition of neutrality on interveners, with supervision of the press and of those responsible for nominations; and the profile of the interveners, a positional elite with relative disconnection from state communities.
