Development of measures in training evaluation

The text describes a set of efforts that have been undertaken in order to develop training evaluation measures. It is organized around a five-assessment levels model: "reactions", "learning", "behavior at job", "organization" and "final value". Methodological challenges of each of these assessment levels are discussed. Instruments development and implemented data collection and analysis strategies are presented, as examples of how measurement problems are being solved. Challenges that have not yet been more systematically faced are pointed and the major accomplished advances are indicated.
