Educational statistics and public policy: on value added models

ABSTRACT:

The article presents a review on value added models and connection to public policy in education and higher education, omitting the technical and methodological aspects that are by nature complex. Thus, the article is primarily aimed at researchers and actors of educational policy. It also proceeds to the systematic review of the scientific literature published in Brazilian and Portuguese journals registered in the SciELO platform, which results in the scarce production in view of the scientific agenda imposed by the potentialities inherent to the improvement of education and higher education and, consequently, to the prosperity of society. Finally, three main steps are set out for the development of an evaluation system that includes the value added indicator.
