FUNDING PUBLIC EDUCATION AND THE BRAZILIAN EDUCATIONAL CONDITION: 1995-2020

This paper analyzes the funding of public education and its relationship with the educational condition of the Brazilian population between the years 1995 and 2020. The basic assumption is that there is a direct relationship between public funding and the educational condition of the population, especially in countries with high inequality and poverty, as adequate public resources allow the provision of public educational goods and services that are fundamental in improving the educational condition and well-being of the majority of the population. The methodology used is a multidimensional analysis of data from the period, to identify specific and joint patterns, trends or changes between public funding and the multiple dimensions of the educational condition. The analysis of the period showed that public funding matters to improve the Brazilian educational condition, but it also revealed instabilities and that, even when it grew, it was not enough to change the bad aspects of Brazil’s highly backward educational condition.
