Com referência a três ideais normativos na cidadania democrática (civismo, plebeísmo e pluralismo) examinam-se as relações entre civismo e plebeísmo, que envolvem a distinção entre a excelência da participação e o direito a participar na comunidade política. Argumenta-se que a expansão da comunidade política requerida pelo plebeísmo coloca o Estado (distinto do governo) na posição de representante da comunidade política e abre para esta a condição de instância fundante, instituinte da ordem política.

Abstract in English:

With regard to three normative ideals of democratic citizenship (civism, plebeianism, and pluralism) the connection between civism and plebeianism, which involves the distinction between excellence of participation and right to participate in the political community, is examined. It is argued that the expansion of the political community due to the requirements of plebeianism puts the State (as distinguished from the government) in the position of representative of the political community, which on its turn becomes able to act as the founding, instituting part of the political order.

É comum que se ressaltem as divergências entre Rousseau e os federalistas norte-americanos, em especial as avaliações contrastantes do potencial democrático de unidades políticas pequenas e homogêneas. Mas também há um importante terreno comum entre o primeiro e os últimos que costuma ser subestimado: as idéias de soberania imanente, república e federalismo. O artigo argumenta que esse terreno comum pode nos ajudar a pensar os impasses da democracia contemporânea.

The divergences between Rousseau and the federalists are commonly said to be wide, in special when the democratic potential of small and homogeneous political unities is in question. But there is also and important common ground between the former and the latter which is often neglected: the ideas of immanent sovereignty, republic and federalism. It is argued that this common ground may help us to think creatively about the impasses of modern democracy.

Por que no estado de natureza hobbesiano os homens lutam entre si? A questão está mal posta, sustenta o autor, após passar em revista interpretações importantes de Hobbes. Se tormos além de buscar as razões dos homens no estado de natureza (essa sombra da sociedade civil) e examinarmos o próprio antagonismo penetraremos mais fundo no dominio da política, argumenta ele.

Why do men fight each other in the Hobbesian state of nature? The question is badly put, holds the author, after reviewing important interpretations of Hobbes. If we go farther than searching men's reasons in the state of nature (this shadow of civil society) and examine antagonism as such we will penetrate deeper in the domain of politics, he argues.

As concepções de comunidade cívica de Michael Walzer e de Robert Putnam são contrastadas. Argumenta-se que o republicanismo de Walzer permanece tributário do humanismo cívico e de sua visão da unidade social fundada em uma concepção específica da boa vida (a vida do cidadão ativo e imbuído de virtude). As pesquisas empíricas de Putnam sobre o "capital social", em contraste, inspiram-se no republicanismo mais pluralista e mais liberal de Tocqueville.

The article contrasts two conceptions of civic community: Michael Walzer's and Robert Putnam's. It is argued that Walzer's republicanism remains heavily influenced by civic humanism and its view of social unity as founded on a specific conception of the good life (that is, the life of the active and virtuous citizen). In contrast, Putnam's empirical researches on "social capital" derive inspiration from Tocqueville's more pluralistic and liberal conception of republicanism.

A afirmação genérica um nexo direto entre democracia, liberdade e descentralização não se justifica, sustenta o autor. O tema é desenvolvido em dois níveis: mediante a consideração de problemas da democracia em sociedades como a brasileira e mediante um exame da contribuição que as idéias de Tocqueville ainda têm para oferecer a respeito, que se verifica ser apreciável.

The generic affirmation of a direct nexus between democracy, liberty, and decentralization is not justified, holds the author. The theme is dealt with on two levels: twith regard to problems of democracy in societies like the Brazilian one, and through an examination of the contribution that Tocqueville's ideas still have to offer on this score, which is seen as considerable.

Argumenta-se que o dilema entre técnica e liberdade permanece como tal, como dilema não resolvido, enquanto não se conseguir repensar a questão por uma perspectiva que alcance mais longe e mais fundo do que a tradição antropocêntrica do pensamento ocidental. As concepções de autores como Marcuse, Habermas e Marx são examinadas por um prisma que incorpora sugestões de Heidegger.

The dilemma between technics and liberty remains unsolved as long as we do not succeed in facing the question through a view that goes farther and deeper than the anthropocentric tradition of Western thought. The conceptions of authors like Marcuse, Habermas, and Marx are examined from a viewpoint akin in several points to Heidegger's.

Expõem-se os fundamentos conceituais da contribuição de Niklas Luhmann à teoria social, segundo a qual a sociedade deve ser entendida como uma rede de operações e eventos constituída e mantida pela comunicação. Esta, por sua vez, deve ser entendida como um cálculo, com suas regras e esquemas formais específicos.

An exposition is made of the conceptual foundations of Niklas Luhmann's contribution to social theory, according to which society should be understood as a net of operations and events constituted and maintained through communication. This, on its turn, should be understood as a calculus, with its specific rules and formal scheme.
