Resumo Em 2022 o teórico social Jurgen Habermas escreveu uma avaliação do seu livro Mudança estrutural da esfera pública, um texto clássico produzido 60 anos antes. Nesse texto, o teórico alemão liga a crise da democracia à perda do papel da imprensa e dos jornalistas na esfera pública. Nesse texto, dialogo com Habermas e procuro inserir uma análise complementar, mas não alternativa, com base no livro A tradição anti-iluminista, do historiador israelense Zeev Sternhell. A última parte do artigo dedica-se a aplicar a discussão ao Brasil.

Abstract In 2022, the social theorist Jurgen Habermas wrote an evaluation of the now classic argument on the public sphere published in his book The structural transformation of the public sphere. In this sixty years old evaluation, Habermas links the crisis of democracy to changes at the level of the public sphere and the diminishing role played by the written press and professional journalists. In this article, I establish a dialogue with the German social theorist and try to bridge his analysis of the public sphere to the idea of an anti-enlightenment tradition based on the work of Zeev Sternhell. The last part of the article is an analysis of the Brazilian crisis of democracy from this perspective.

Resumo O artigo reconstrói o diálogo intelectual do crítico e diplomata José Guilherme Merquior com marxistas brasileiros, vários dos quais pertenciam a uma geração intelectual comum e partilhavam com o autor uma mesma estrutura de sociabilidade. Destacam-se as ásperas polêmicas nas páginas da imprensa brasileira e troca de ideias na revista Presença, no final dos anos 1980 e início da década de 1990. Argumenta-se que o diálogo de Merquior com o marxismo foi, principalmente, uma conversa crítica, nem sempre explícita, com seus amigos Leandro Konder e Carlos Nelson Coutinho, com os quais partilhou um terreno comum, caracterizado filosoficamente pela crítica ao irracionalismo e ao dogmatismo e, politicamente, pela defesa da Democracia.

Abstract The article reconstructs the intellectual dialogue of the critic and diplomat José Guilherme Merquior with Brazilian Marxists, some of whom belong to a common intellectual generation and share the same structure of sociability. Here are highlighted the harsh controversies in the pages of the Brazilian press and the exchange of ideas in the journal Presença in the late 1980s and early 1990s. It is argued that Merquior’s dialogue with Marxism was mainly a critical conversation, not always explicit, with his friends Leandro Konder and Carlos Nelson Coutinho. With them, Merquior had a common intellectual ground, philosophically characterized by the criticism of irrationalism and dogmatism and, politically, by the defense of democracy.

Resumo Este artigo objetiva dialogar com os pressupostos valorativos e metodológicos do materialismo histórico e dialético, estruturando-se em duas partes. A primeira diz respeito à compreensão desse método em eixos centrais e imbricados da obra de Marx (crítica da economia política, condições de surgimento do capitalismo, processo revolucionário e luta de classes). A segunda parte propõe uma análise comparativa e não estanque de possíveis tensões e aproximações com relação a escolhas metodológicas durkheimianas e weberianas, especialmente quanto à precedência entre indivíduo e sociedade, bem como quanto às preconcepções de mundo dos pesquisadores e às relações entre saber científico e ação política.

Abstract The article aims to dialogue with the axiological and methodological assumptions of historical and dialectical materialism, and it is divided into two parts. The first one concerns the understanding about this method in central and intertwined axes of Marx’s work (critique of political economy, conditions for the emergence of capitalism, revolutionary process and class struggle). The second part proposes a comparative and non-watertight analysis of possible tensions and approximations with respect to Durkheimian and Weberian methodological choices, especially regarding the precedence between individual and society, as well as the researchers’ biases and the relations between scientific knowledge and political action.

Resumo Este estudo buscou realizar uma reconstrução histórica da deserção de atletas cubanos durante a Guerra Fria. A partir da consulta e da análise dos documentos secretos dos serviços de inteligência do governo dos Estados Unidos, recentemente colocados à disposição nos acervos digitais da CIA e dos National Archives, concluímos que esse fenômeno foi induzido de forma sistemática, planejada e intencional por agentes da CIA e grupos cubano-americanos sediados nos Estados Unidos.

Abstract This study proposes a historical reconstruction of the defection of Cuban athletes during the Cold War. By consulting and analyzing secret documents produced by the US intelligence services, recently made available in digital collections of CIA and the National Archives, we conclude that this phenomenon was systematically and intentionally driven by CIA agents and Cuban-american groups living in the United States.

Resumo Na redemocratização, houve continuidades e rupturas em relação às disputas envolvendo discursos, vocabulário e práticas de direitos humanos. Presentes desde o início, as tensões se agravaram após 2010, com a formação de uma grande aliança contra os governos do PT e a “maré rosa” no continente. Atingiram, por fim, as bases do regime democrático. Em um cenário internacional de campanhas antiestablisment, com a expansão do uso de mídias e redes sociais digitais e crise econômica, a estratégia exitosa dessa aliança de centro-direita elegeu políticas de participação social e programas nacionais de direitos humanos como alvos preferenciais. Tal abordagem favoreceu contrapúblicos da extrema direita. Conjugando aportes teóricos sobre direitos humanos, participação social e esfera pública, esses fenômenos são analisados no período entre 1990 e 2020, a partir de banco de dados de reportagens, discursos, entrevistas e publicações em redes sociais.

Abstract In the redemocratization, there have been continuities and ruptures in relation to disputes involving human rights discourses, vocabulary, and practices. Present from the beginning, tensions worsened after 2010, with the formation of a large alliance against the PT governments and the “pink tide” on the continent. They finally reached the foundations of the democratic regime. In an international scenario of anti-establishment campaigns, expanding use of digital media and social networks, and economic crisis, the successful strategy of this center-right alliance elected social participation policies and national human rights programs as preferred targets. Such an approach has favored far-right counterpublics. Conjugating theoretical contributions on human rights, social participation and public sphere, these phenomena are analyzed in the period between 1990 and 2020, based on a database of reports, speeches, interviews, and publications on social networks.

Resumo O artigo parte das paisagens de morte das duas maiores democracias das Américas - Brasil e Estados Unidos - na crise de covid-19, oferecendo uma engrenagem conceitual denominada binômio vulnerabilidade-morte para ponderar em que medida a política da tragédia é um ponto de inflexão no tratamento das vulnerabilidades e da morte na política institucional, enfatizando o trabalho da Comissão Interamericana de Direitos Humanos (CIDH). Analisando as respostas normativas da CIDH, percebeu-se não a articulação, mas a bifurcação da vulnerabilidade e da morte. Embora revele um não entrelaçamento normativo, a bifurcação não significa uma escolha entre caminhos binários. Ainda que as duas democracias das Américas tenham suscitado desafios institucionais, a CIDH revelou um aprofundamento do sentido da vulnerabilidade e empreendeu normativamente em torno da morte: questões historicamente ausentes da estrutura básica internacional e capazes de lançar um desafio produtivo para a teoria da justiça internacional.

Abstract The article engages with the death landscapes of the Americas’ two largest democracies - Brazil and the United States - during the Covid-19 crisis, offering a conceptual tool entitled vulnerability-death binomial to consider the extent to which a politics of tragedy is a turning point in the ways institutional politics addresses vulnerability and death, emphasizing the work of the Inter-American Commission on Human Rights (IACHR). When analyzing the normative responses of IACHR, no articulation was found between vulnerability and death but, instead, a bifurcation of each. Although it reveals that there is not a normative interplay between vulnerability and death, the bifurcation does not mean a choice between binary paths. While the two democracies have raised institutional challenges, the IACHR deepened certain senses of vulnerability and a normative movement towards death: issues historically absent from the international basic structure and capable of challenging the international justice theory.

Resumo Este artigo tem por intuito compreender os dilemas e as fricções nas relações disciplinares que se estabelecem em processos judiciais de demarcação de terras indígenas. Para tanto, analisar-se-á um laudo de assistência técnica elaborado no curso do processo judicial de demarcação da Terra Indígena Potrero Guaçu, ocupada por indígenas Guarani no estado de Mato Grosso do Sul. Para realizar a análise, buscou-se identificar os principais conceitos expostos no supramencionado laudo e confrontá-los com a literatura estabelecida sobre o tema. Dessa forma, procurou-se demonstrar que para um eficaz exercício da jurisdição no transcurso de lides fundiárias que envolvam populações indígenas, não basta o mero conhecimento dos dispositivos legais. Além disso, é preciso compreender quais as especificidades, saberes, metodologias e técnicas permitem que o perito antropólogo elabore um laudo cientificamente embasado, a fim de que possa ser realizada uma adequada apreciação da prova pericial nesse contexto de conflito fundiário.

Abstract This article aims to understand the dilemmas and frictions in the relationships between Anthropology and Law, which are established in traditional lawsuits about demarcation of Indigenous territories. Therefore, the technical assistance report prepared in the course of the judicial process of demarcation of the Potrero Guaçu Indigenous Territory, occupied by Guarani Indigenous people in Mato Grosso do Sul, will be analyzed. To carry out an analysis, we sought to identify the main concepts exposed in the aforementioned report, and confront them with an established literature on the subject. In this way, we sought to demonstrate which for an effective device of land disputes about Indigenous territories, knowledge about the judicial procedures is not enough. In addition, it is necessary to understand the specificities, knowledge, methodologies and techniques that allow the anthropologist expert to prepare a scientifically based report, so that an adequate assessment of the expert evidence can be carried out in this context of land conflict.

Resumo A relação entre os poderes de ação do indivíduo e os poderes condicionantes da sociedade não constitui apenas uma questão teórica das ciências sociais, mas um problema existencial que se impõe, na prática, a todo ser humano. Com base nessa premissa, o trabalho aplica à dicotomia subjetivismo/objetivismo na teoria social uma tese da psicopatologia fenomenológica, i.e., a ideia de que algumas formas de doença mental consistem em atitudes intelectuais existencialmente vividas. No “objetivismo” esquizofrênico, os indivíduos experimentam a si próprios como os “fantoches” das teorias hiperdeterministas. O “subjetivismo” psicótico envolve, por seu turno, uma inflação delirante do senso de controle do mundo que leva ao paroxismo as visões “heroicamente” voluntaristas da agência humana. Como parte de um programa de pesquisa em “heurística da insanidade”, o trabalho explora, assim, a relevância da teoria social para a fenomenologia da psicopatologia e vice-versa.

Abstract The relation between the individual’s powers of agency and the conditioning powers of society constitutes not only a theoretical issue for the social sciences, but also an existential problem that imposes itself, in practice, upon every human being. Based on this premise, the article applies to the subjectivism/objectivism dichotomy in social theory a thesis from psychopathological phenomenology, i.e., the idea that some forms of mental illness consist in existentially lived intellectual attitudes. Within schizophrenic “objectivism”, individuals experience themselves as the “puppets” of hyper-deterministic theories. Psychotic “subjectivism” involves, on the other hand, a delusional inflation of one’s sense of control over the world that epitomizes the “heroically” voluntaristic views of human agency. As part of a research program in the “heuristics of insanity”, the article explores, therefore, the relevance of social theory to the phenomenology of psychopathology and vice-versa.

Resumo Esta presente pesquisa tem como objetivo o estudo de como o Facebook foi apropriado entre os movimentos sociais antiausteridade em Portugal ao longo da Grande Recessão, num contexto marcado pela emergência das redes sociais digitais. Desta forma, podemos contribuir para o vasto debate em torno do papel das redes sociais digitais na participação política e cívica. Para a prossecução deste objetivo, realizamos uma análise do conteúdo de páginas do Facebook de oito movimentos sociais que se destacaram neste período e entrevistas semiestruturadas com ativistas destes. A principal descoberta feita pelo estudo consiste numa considerável desigualdade de recursos mobilizados nas práticas cívicas no Facebook entre ativistas e cidadãos utilizadores. Isso nos permite perceber que existem fatores que estão a montante, como a condição socioeconômica, educacional e até sofisticação política que impactam na apropriação das ferramentas digitais como o Facebook.

Abstract This research aims to study how Facebook was appropriated among anti-austerity social movements in Portugal during the Great Recession, in a context marked by the emergence of digital social networks. In this way, we can contribute to the vast debate around the role of digital social networks in political and civic participation. To pursue this objective, we carried out content analysis on the Facebook pages of eight social movements that stood out in these period and semi-structured interviews with activists from these. The main finding consists in a considerable inequality of resources mobilised in civic practices on Facebook between activists and citizen users. This allows us to see that there are upstream factors such as socio-economic status, education and even political sophistication that impact on the appropriation of digital tools such as Facebook.
