Advances and Challenges in Inter-Federative Cooperation: an Analysis of Inter-Municipal Health Consortia of the Rio Grande do Sul State

ABSTRACT

The article aims to understand how the dynamics of inter-municipal cooperation in Brazil operate and how consortia are inserted in the structure of health regionalization. Interviews were carried out with the Executive Secretaries of the consortia. We argue that consortia contribute to municipal management, however, efforts are needed to build a coordinated and cooperative system for implementing policies.
