The logic of the “reverse account”: real estate profitability and public interest in the PIU Vila Leopoldina-Villa-Lobos urban project in São Paulo Almeida, Isadora Marchi de Santoro, Paula Freire

Abstract in Portuguese:

Resumo Este artigo investiga mudanças nas lógicas que embasam instrumentos urbanísticos que funcionam como políticas habitacionais inclusivas relacionando sua literatura ao estudo de caso do Projeto de Intervenção Urbana Vila Leopoldina-Villa-Lobos (PIU-VL) na cidade de São Paulo. O caso revela uma mudança nos mecanismos de financiamento na qual o modelo tradicional de captura da mais-valia calculada segundo o potencial construtivo disponível na área se transformou em uma “conta inversa” em que o custo da execução das intervenções de interesse público (composto principalmente da habitação) se torna o valor a ser capturado. A conclusão a que se chega é de que a “conta inversa” se aproxima de dinâmicas das parcerias público-privadas, traz riscos de subordinação do interesse público à lógica imobiliário-financeira e está estruturada com base na rentabilidade imobiliária privada como ponto de partida, mas, principalmente, como limitador das intervenções de interesse público, fragilizando compromissos do poder público perante a população afetada.

Abstract in English:

Abstract This paper investigates changes in the logic underpinning the use of urban incentives in the form of inclusive housing policies, relating the relevant literature to the case study of the Vila Leopoldina-Villa-Lobos Urban Intervention Project (PIU-VL) in São Paulo-SP. The case reveals a shift in the mechanisms of municipal financing in which the traditional model of capturing the surplus value calculated from the available building potential of the territory has been transformed into an “inverse account”, in which the cost of executing public interest interventions (primarily housing) becomes the amount of surplus value to be captured. The paper concludes that the “inverse account” aligns with the dynamics of public-private partnerships, poses risks of subordinating public interest to the logics of the real estate and finance, and is structured around private real estate profitability not only as a foundational element, but above all, as a limiting factor for public-interest interventions, thereby weakening the commitments of the public authorities toward the affected population.

Resumo Este estudo teve por objetivo analisar o acesso da população negra de Campinas, com base na distância de moradia, aos equipamentos públicos de lazer na natureza instalados na cidade. Foram utilizados dados oficiais fornecidos pelo município e aqueles relativos ao georreferenciamento da distribuição das Áreas Verdes de Função Social cotejados com os dados raciais do Censo 2010. Por meio do acompanhamento da evolução da morfologia urbana e do aumento do perímetro oficial da cidade, ocorrido como resultado de movimentos migratórios regulares, os quais trouxeram pessoas em busca de melhores condições de vida (em sua maioria negras), conclui-se que Campinas reproduz um modelo de urbanização dispersa, que impacta o acesso aos espaços públicos de lazer já precarizados desde o processo da abolição escravagista.

Abstract This study aimed to analyze the access of the black population of Campinas, based on residential distance, to public leisure facilities in nature in the city. To do so, it uses official data provided by the municipality and georeferencing of the distribution of Social Function Green Areas use juxtaposed with racial data from the 2010 census. Following the evolution of urban morphology and the expansion of the city’s perimeter, which occurred through regular migratory movements bringing people in search of better living conditions (mostly black), it is possible to conclude that the city of Campinas reproduces a dispersed model of urbanization, impacting access to already precarious public leisure spaces since the abolition of slavery.

Resumo O artigo propõe discutir o conceito de competitividade em sua dimensão geográfica com base em uma abordagem crítica, a fim de demonstrar como o discurso e a prática de políticas de planejamento para o alcance da competitividade dos países e dos subespaços nacionais (regiões, territórios, lugares, cidades) estão atrelados aos imperativos do período atual da globalização neoliberal. Dado que as condições locais e regionais têm sido cada vez mais decisivas para a produção, a circulação e a comercialização eficientes dos agentes hegemônicos, a inserção competitiva de bens e serviços nos mercados internacionais depende fundamentalmente das capacidades do espaço em gerar alta produtividade e fluidez. Contudo, a busca incessante por competitividade a todo custo provoca impactos social, econômica e ambientalmente perversos, como o que se observa nas regiões produtivas de países periféricos especializados em commodities. Tudo isso tem acentuado a “guerra dos lugares”, o desenvolvimento geográfico desigual e a vulnerabilidade territorial.

Abstract This article aims to explore the concept of competitiveness from a geographical perspective and a critical approach, seeking to demonstrate how the discourse and practices associated with planning policies to achieve the competitiveness for countries and subnational spaces (such as regions, territories, places, and cities) are intertwined with the imperatives of the current phase of neoliberal globalization. Given that local and regional conditions have become increasingly decisive in the efficient production, circulation and commercialization of hegemonic agents, the competitive integration of goods and services into international markets fundamentally relies on the capacities of space to generate high productivity and fluidity. However, the relentless pursuit for competitiveness at any cost has resulted in socially, economically, and environmentally harmful impacts, particularly in the commodity-producing regions of peripheral countries. This drive has intensified the “war between places”, deepened geographical inequalities, and heightened territorial vulnerability.

Resumo O objetivo do artigo é dialogar com o clássico debate sobre a urbanização dependente, com base na seguinte pergunta inicial de investigação: Até que ponto, ainda hoje, a ordem urbano-regional brasileira é determinada, entre outros fatores, pelas relações de dependência? Defende-se a hipótese de que a articulação contemporânea entre rentismo e neoextrativismo reforça a situação de dependência do Brasil, abrindo caminho para dinâmicas urbanas diversificadas, vinculadas a processos como a reprimarização, a financeirização e a desindustrialização do país. Trata-se, em termos metodológicos, de resgatar a tradição dos estudos urbanos latino-americanos que buscavam formas mais abrangentes e totalizantes de explicar as relações entre poder, acumulação e produção do espaço, ressaltando, ao fazê-lo, tópicos para uma agenda de pesquisa em torno da “nova urbanização dependente”.

Abstract The aim of this article is to engage in a dialogue with the classic debate on dependent urbanization, based on the following initial research question: to what extent, even today, is the Brazilian urban-regional order determined, among other factors, by relations of dependence? The hypothesis argues that the contemporary articulation between rentierism and neo-extractivism reinforces Brazil’s situation of dependence, paving the way for different urban dynamics, linked to processes such as reprimarization, financialization and deindustrialization of the country. In methodological terms, this involves rescuing the tradition of Latin American urban studies that sought more comprehensive and totalizing ways of understanding the relationships between power, accumulation and production of space, highlighting, in doing so, topics for a research agenda around the “new dependent urbanization”.

Resumo O apelo por Smart Cities vem ganhando importância nas cidades em todo o mundo há aproximadamente quatro décadas. Os estudos urbanos no Brasil pouco têm se dedicado a compreender as implicações desse processo de uma perspectiva crítica. O presente artigo parte de uma perspectiva cética sobre a capacidade das Smart Cities de se constituírem como respostas aos desafios urbanos, revelando as principais formas e conteúdos que elas assumiram ao longo de suas trajetórias marcadas por transformações, que se iniciam no contexto pós-crise do capitalismo fordista e têm seu estágio mais atual no contexto capitalista de plataforma, condicionando diferentes elementos no espaço urbano. O presente artigo investiga as principais definições de smart city propostas por diferentes agentes, buscando também desvendar seu conteúdo político-econômico. A conclusão é de que, apesar de aparentar ser mecanismo importante de melhoria da qualidade de vida, contraditoriamente elas apresentam potencial de aprofundar as desigualdades sócio-espaciais.

Abstract The call for Smart Cities has an increasing potential to shape cities around the world throughout the last four decades, while Brazilian critical urban studies have delved little into understanding its consequences. The current paper, taking a sceptical perspective on the Smart Cities’ capability of being a possible answer for challenges in urban environments in Brazil, exposes the main shapes and contents carried by Smart Cities in their trajectories with highlighted transformations, from their beginning in the crises of Fordist capitalism to its most recent stage, the platform capitalism Smart Cities, while shaping different elements in this process. The current paper also investigates the main definitions of Smart Cities proposed by different authors, aiming to unveil the political-economic content in the definitions. The main conclusion is that, despite coming over as positive impact on life’s quality, contradictorily, Smart Cities have potential to exacerbate urban conflicts and inequalities.

Resumo Este artigo analisa transformações recentes no circuito financeiro-imobiliário espanhol. Defendemos a hipótese de que a atividade econômica se reorganizou, no contexto pós-crise (2007-2008), em função de novas lógicas e dinâmicas da acumulação financeira, protagonizadas pela entrada e pela atuação de fundos de investimento imobiliário internacionais nas grandes cidades do país, amparadas por mudanças no marco regulatório das finanças e da legislação urbanística. As evidências apontam para um aprofundamento no tratamento da habitação social como se fosse um ativo financeiro, resultando no despejo de centenas de moradores e na transformação da paisagem construída e da vida urbana.

Abstract in English:

Abstract This article analyzes the recent transformations within the Spanish real estate-financial circuit. We argue that, during the post-crisis period (2007-2008), economic activity in Spain has been reorganized by the emerging logics and dynamics of financial accumulation. This shift has largely been driven by the entry and operations of international real-estate investment funds in Spain’s major cities, facilitated by reforms in the regulatory framework for finance and urban legislation. The evidence highlights a broadening of the way in which social housing is treated as a financial asset, resulting in the eviction of hundreds of residents and the transformation of the built environment and urban life.

Urban bioregion: the conceptual and design trajectory in the texts of Alberto Magnaghi Pimentel, Thaís Souza Almeida, Renata Hermanny de

Abstract in Portuguese:

Resumo Inserido nas discussões acerca da urbanização contemporânea, na crítica ao modelo centro-periferia (manifestado na forma-metrópole) e no debate referente aos problemas ambientais da atualidade, Alberto Magnaghi (1941-2023) propõe uma mudança de paradigma, substituindo as regras geradoras da urbanização contemporânea por outras geradoras da biorregião urbana. Por meio de análise das obras seminais do autor italiano, este artigo objetiva apresentar a construção do conceito de biorregião urbana, em seu sentido teórico e prático, evidenciando sua importância na abordagem ecoterritorialista, e propor um modelo de representação figurativa do conceito. Assim, destaca-se o caráter unificador da biorregião urbana, ao colocar o Ser Humano e a Natureza no mesmo nível de importância, bem como a ambição da proposta, que subverte lógicas econômicas, políticas, produtivas e habitacionais. Ainda, o trabalho propõe a adoção de unidades biorregionais mínimas para a identificação de biorregiões urbanas e ressalta o aspecto reflexivo, complexo e relacional do conceito por meio de um modelo representacional figurativo.

Abstract Contained within the discussions on contemporary urbanization, critiques of the center-periphery model of the metropolis form, and debates on current environmental challenges, Alberto Magnaghi (1941-2023) proposed a paradigm shift, replacing the regulations that govern contemporary urbanization with a new approach centered around the concept of the urban bioregion. Through an analysis of Magnaghi’s seminal works, this article aims to present the conceptual development of the urban bioregion, both in its theoretical and practical aspects, underscoring its significance within an ecoterritorialist framework and proposing a figurative representation model. Thus, the unifying nature of the urban bioregion is emphasized, since it places equal importance on both humans and nature, while its revolutionary character challenges prevailing economic, political, productive, and habitational logics. Moreover, the article proposes adopting minimal bioregional units to identify urban bioregions, and highlights the reflective, complex, and relational nature of the concept through a figurative representation model.

Resumo O Fundo Constitucional do Nordeste (FNE) representa a principal fonte de recursos para o financiamento do Programa Nacional de Fortalecimento da Agricultura Familiar (Pronaf). Nesse sentido, o presente estudo buscou identificar a dimensão efetiva da atuação do FNE-Pronaf, principalmente pela distribuição espacial da massa monetária. A metodologia fundamenta-se em um estudo exploratório com revisão bibliográfica e análise descritiva de dados, mediante técnicas de análise espacial e geoprocessamento. Os resultados indicam que, entre 2002 e 2023, a participação do FNE-Pronaf na quantidade de contratações manteve percentuais estáveis e relevante capilaridade municipal. Em termos de valores, até 2017, ocorreu expansão dessa participação, sobretudo no Semiárido, e, após 2018, registrou-se redução, caracterizada pelo avanço em direção a essa área (das faixas oeste e litorânea). Adicionalmente, a análise espacial bivariada revelou que tal avanço apresenta dois padrões de associação para a localização do FNE-Pronaf e a massa monetária do FNE.

Abstract The Northeast Constitutional Fund (FNE) is the primary source of financing for the National Program for Strengthening Family Farming (PRONAF). This study has aimed to assess the effective scope of FNE-PRONAF actions, with a particular focus on the spatial distribution of its financial volume. The methodology combines an exploratory study, a literature review, and descriptive data analysis, employing spatial analysis and geoprocessing techniques. The findings have indicated that between 2002 and 2023, the participation of FNE-PRONAF in the total number of contracts remained stable, thereby reflecting significant municipal reach. In terms of values, participation increased until 2017, particularly in the semi-arid region, before declining after 2018. This period was marked by the an expansion into this region from the western and coastal areas. Furthermore, the bivariate spatial analysis identified that this expansion presented two patterns of association for the location of the FNE-PRONAF and the FNE financial volume.

Rivers that wash memories: The washerwomen of Vitória da Conquista in the urban expansion process Vasconcelos, Luisa Prazeres Marta, Felipe Eduardo Ferreira

Resumo Este artigo aborda a memória relacionada ao acesso à água na cidade de Vitória da Conquista, na Bahia, sob a ótica das lavadeiras residentes na comunidade do Conquistinha que dependem das águas do trecho urbano do rio Verruga. Com o avanço da urbanização, elas têm enfrentado dificuldades para permanecer em suas comunidades em razão da escassez de água e da valorização do solo. O texto explora o significado das intervenções realizadas pelo poder público no trecho urbano do rio e o modo como afetaram a relação entre a população ribeirinha e a cidade em crescimento. Utilizando a história oral como método, analisam-se os depoimentos de duas lavadeiras, colhidos no ano de 2020, contrapondo-os a fontes documentais. Os resultados revelam uma mudança na percepção da cidade e dos ecossistemas naturais por parte das entrevistadas, com impactos significativos na vida cotidiana dessa população.

Abstract This article explores the relationship between access to water and memory in the city of Vitória da Conquista, in the state of Bahia, from the perspective of washerwomen who reside in the Conquistinha community and rely on the waters of an urban section along the Verruga River. The advancement of urbanization has made it increasingly difficult for these women to remain in their community due to water scarcity and land valorization. This study examines how public interventions in the urban area of the river have reshaped the connection between the riverside residents and the growing city. Using the oral history method, it analyzes interviews conducted in 2020 with two washerwomen alongside documentary sources. The findings highlight changes in how these women perceive the city and its natural ecosystems, with significant impacts on their daily lives.

Urban mobility conditions in times of real state expansion: contradictions in São Paulo Metropolitan Region Pilotto, Angela Seixas

Resumo Este artigo apresenta resultados de pesquisa que toma como ponto de partida um conjunto de análises sobre o “boom imobiliário” e sobre a “crise da mobilidade urbana” no Brasil, nas décadas de 2000 e 2010, quando se apontou para piora nas condições de mobilidade urbana, predominância do transporte individual motorizado, intensa dinâmica imobiliária, aumento do preço dos imóveis e espraiamento urbano. Por meio de abordagem multiescalar e com múltiplas variáveis, apresenta-se um conjunto de contradições entre a intensificação da produção imobiliária residencial, a produção de infraestrutura e serviços de transporte coletivo, a expansão do uso do transporte individual motorizado e as condições de mobilidade urbana decorrentes, com ênfase na Região Metropolitana de São Paulo.

Abstract This article presents research results that uses as a starting point a series of analyses on the ‘real estate boom’ and the ‘urban mobility crisis’ in Brazil during the 2000s and 2010s. These analyses pointed to a worsening of urban mobility conditions, predominance of individual motorized transport mode, intense real estate activity, increase in property prices, and urban sprawl. Through a multi-scale and multiple-variable approach, a set of contradictions is presented between the intensification of residential housing production, the production of infrastructure and public transport services, the expansion of individual motorized transport use, and the resulting urban mobility conditions, with as emphasis on São Paulo Metropolitan Region.

Derived Landscapes: African Immigrants and the New Arrangements of the Urban Economy in London Santos, Kauê Lopes dos

Resumo A consolidação da presença de imigrantes africanos na Europa Ocidental desde as últimas décadas do século XX tem contribuído para a criação de “paisagens derivadas” nas grandes cidades do continente. Por meio de formas particulares de trabalho e consumo desses imigrantes, verificam-se novos arranjos na economia urbana europeia, os quais demandam interpretações à luz da contemporaneidade. Este artigo analisa a organização das atividades comerciais do Ridley Road Market, situado no bairro de Hackney, em Londres, onde a maioria dos trabalhadores é originária da África Ocidental e do norte da África. A investigação se baseia na teoria dos circuitos da economia urbana, proposta por Milton Santos nos anos 1970, e utiliza as variáveis definidas por essa abordagem para identificar e interpretar os novos arranjos econômicos urbanos no período da globalização.

Abstract The consolidation of the presence of African immigrants in Western Europe since the late 20th century has contributed to the creation of “derived landscapes” in the continent’s major cities. Through the ways these immigrants engage in work and consumption, new arrangements in the European urban economy emerge, which require contemporary interpretation. This article analyzes the organization of commercial activities at Ridley Road Market, located in the London borough of Hackney, where most workers are from west and north Africa. The investigation is grounded on the theory of the circuits of the urban economy, proposed by Milton Santos in the 1970s, and employs the variables defined by this framework to identify and interpret the new urban economic arrangements in the context of globalization.

Center, periphery and centrality in planetary urbanization: thought and action from Brazil Silva, Marlon Lima da

Resumo Ao considerar que a urbanização contemporânea tem elevado a complexidade de conceitos que orientam o entendimento de processos de diferenciação socioespacial, o artigo levanta a questão: Como pensar, a partir de uma abordagem espacial crítica, as múltiplas conexões existentes entre centro, periferia e centralidade no curso da urbanização planetária? Como suportes teórico-metodológicos, utilizam-se a produção do espaço e a ideia de “níveis urbanos”, ambas de Henri Lefebvre. Baseado no contexto brasileiro, o texto problematiza e sintetiza proposições de estudos recentes e defende que a abordagem da produção do espaço, associada aos “níveis urbanos”, constitui instrumental relevante para pensar e agir diante da complexidade emergente. Ainda, evidencia que a condição periférica do Brasil se atualiza no curso da urbanização planetária. Conclui-se que centro, periferia e centralidade precisam ser repensados para promover processos de diferenciação espacial mais justos nos diferentes “níveis urbanos” e nas múltiplas escalas.

Abstract As contemporary urbanization has rendered the concepts underpinning our understanding of socio-spatial differentiation increasingly more complex, this article poses the following question: How may we consider the multiple interrelations between center, periphery and centrality within the context of planetary urbanization? As the basis for the theoretical-methodological framework, the production of space and the idea of “urban levels”, both developed by Henri Lefebvre, have been employed. Grounded in the Brazilian context, the text problematizes and synthesizes insights from recent studies, arguing that the approach to spatial production, when articulated with “urban levels”, constitutes a valuable tool for thought and action in the face of emerging complexities. It further highlights that Brazil’s peripheral condition is continually reconfigured within the context of planetary urbanization. The article concludes by asserting the need to rethink the notions of center, periphery, and centrality in order to foster more equitable processes of spatial differentiation across various “urban levels” and multiple scales.

Real estate dynamics and rental housing in peripheral areas: an analysis of prices, transactions, turnover and rental guarantees in the peripheries of São Paulo (2014-2024) Nascimento, Breno William Mioto, Beatriz Tamaso

Resumo O aluguel residencial é tema central para uma reflexão sobre a relação entre as condições de reprodução das famílias e a dinâmica das rendas no capitalismo contemporâneo. Essa articulação levanta questões relevantes sobre a produção social do espaço urbano, especialmente se consideradas as transformações no enfrentamento do problema habitacional, sobretudo nas periferias. Desta forma, o presente trabalho tem o objetivo de discutir a moradia de aluguel em 21 distritos periféricos de São Paulo, entre os anos de 2014 e 2024, com base na hipótese de que há aumento da relevância no aluguel como forma de acesso ao solo urbano, e isso implica um dinamismo em termos de preços praticados, rotatividade dos imóveis e mudanças nas garantias locatícias. As contribuições principais do artigo estão calcadas na análise exploratória de indicadores segundo a base de dados sobre o aluguel do Conselho Regional de Corretores de Imóveis do Estado de São Paulo, pouco explorada na literatura. Os principais achados são: (i) aumento consistente do preço dos aluguéis nos distritos periféricos que ocorre a taxas maiores que nos distritos que compõem o centro expandido da capital paulista; (ii) alta rotatividade nos imóveis alugados; (iii) número crescente de imobiliárias que transacionam na periferia; (iv) diagnóstico de mercado em expansão (contratos executados e potenciais). Esses elementos nos levam a outra contribuição do artigo, que consiste na ratificação da hipótese de que há uma transformação no padrão de acesso à moradia nas periferias que reduz a importância da autoconstrução e aumenta a participação da moradia de aluguel.

Abstract in English:

Abstract Residential rent is a key factor when analyzing the interplay between family reproduction and income dynamics in contemporary capitalism. This connection raises significant questions regarding the social production of urban space, especially in light of the transformations in addressing the housing problem, particularly in peripheral areas. Therefore, this article analyzes rental housing in 21 peripheral districts in the city of São Paulo between 2014 and 2024, based on the hypothesis that the role of rents as a means of accessing urban land has grown in significance. This shift has implied increased dynamism in terms of rental prices, property turnover, and changes in rental guarantees. The main contributions of the article are grounded in an exploratory analysis of indicators derived from the rental database of the Regional Council of Realtors of the State of São Paulo, which has been underexplored in the existing literature. The key findings are: (i) a consistent increase in rental prices in peripheral districts, occurring at higher rates than in the districts that make up the expanded center of the São Paulo metropolitan area; (ii) a high turnover in rental properties; (iii) an increasing number of real estate agencies operating in the peripheral areas; and (iv) evidence of a growing market (executed and potential contracts). The findings of this article further support the hypothesis that a shift has occurred in the pattern of housing access in the peripheries, which has thereby reduced the importance of self-building and increased the participation of rental housing.

Resumo Com base em uma análise de dados do Imposto sobre Transmissão de Bens Imóveis (ITBI) fornecidos pela Prefeitura de Belo Horizonte (PBH), avaliamos aspectos mercadológicos, espaciais e socioeconômicos do mercado imobiliário de Belo Horizonte/MG. Identificamos padrões distintos de valorização imobiliária, influenciados pela dinâmica econômica nacional reproduzida na cidade. Observou-se baixa mobilidade espacial das elites, mas significativa periferização dos demais setores sociais. Concluímos que fatores econômicos são centrais nesse mercado, pois imóveis de padrão inferior apresentam maior valorização em períodos de crescimento econômico, devido à maior demanda por unidades mais acessíveis. Assim, a dinâmica imobiliária reflete desigualdades sociais e econômicas, inclusive nos segmentos de menor custo.

Abstract Based on an analysis of the Brazilian real estate transfer tax (ITBI) data provided by the Municipality of Belo Horizonte (PBH), we assessed market related, spatial and socioeconomic aspects of the city’s real estate sector. We identified distinct patterns of property appreciation shaped by national economic dynamics replicated locally. While spatial mobility among elites is low, significant peripheralization affects other social groups. Economic factors are central to this market, as lower-standard properties experience greater appreciation during periods of economic growth due to increased demand for affordable units. Thus, real estate dynamics highlight social and economic inequalities, even within lower-cost segments.

Resumo A caminhada é o mais democrático meio de deslocamento, já que todos podem usufruir dele. Porém, com o crescimento das cidades, aumentou o uso do carro e das políticas voltadas ao uso do automóvel. Observando isso, pesquisadores se dedicaram a estudar os fatores que convidam as pessoas a caminhar. Assim, o objetivo desta pesquisa é propor uma categorização dos modelos de caminhabilidade conforme se apresenta a malha urbana. Nesse sentido, adotou-se como base de dados a plataforma Web of Science. Os resultados apontam que os modelos de caminhabilidade propostos sob a perspectiva do pedestre se enquadram nas seguintes categorias: avenidas centrais, bairros residenciais e áreas turísticas. Com base nessa análise, é possível observar divergências entre as dimensões e as variáveis da caminhabilidade consideradas relevantes nas categorias dos espaços urbanos, revelando que um recorte espacial da malha urbana não reflete a cidade como um todo.

Abstract Walking is the most democratic means of transportation, since everyone can use it. However, with the growth of cities, the use of cars and policies aimed at car use have increased. Observing this, researchers have dedicated themselves to studying the factors that encourage people to walk. Thus, the objective of this research is to propose a categorization of walkability models according to the urban network. In this sense, the Web of Science platform was adopted as a database. The results indicate that the walkability models proposed from the pedestrian perspective fit into the categories: central avenues, residential neighborhoods, and tourist areas. From the analysis, it is possible to observe divergences between the dimensions and variables of walkability considered relevant in the categories of urban spaces, revealing that a spatial cut of the urban network does not reflect the city as a whole.

Resumo Cidades se caracterizam por uma alta densidade populacional, equipamentos públicos modernos e infraestrutura urbana. Considerando a taxa de crescimento urbano em torno dos subúrbios, as regiões periurbanas são aquelas localizadas fora das grandes cidades, apresentando uma combinação de características urbanas e rurais, o que significa que se trata de locais com baixa densidade populacional que priorizam o agronegócio, atividades comunitárias e paisagens preservadas. Essas comunidades localizadas em baixadas e a várzea de Lagos-Ogun, em rápido crescimento, exigem um projeto paisagístico estratégico devido aos efeitos disseminados de inundações e aos riscos relacionados a elas no sudoeste da Nigéria. Por conta de sua proximidade com o litoral de Lagos e da infraestrutura urbana que os conecta à metrópole de Lagos, esses povoamentos em ascensão necessitam do projeto físico regional e estratégico das cidades agora conhecidas como “novas cidades de Lagos”. Tais comunidades, localizadas no norte de Lagos, também conhecidas como Áreas sob Pressão de Desenvolvimento (DPAs, na sigla em inglês), enfrentam uma considerável pressão de desenvolvimento dos subúrbios próximos. O presente estudo avaliou as características atuais de algumas comunidades residenciais e agrícolas em DPAs, bem como as catástrofes relacionadas a inundações que ocorreram entre abril e novembro de 2023. O objetivo deste artigo é fornecer um arcabouço conceitual regional e um planejamento paisagístico adequado como meio de reduzir as ameaças de inundações. Os dados locais referentes à pesquisa foram analisados quantitativa e qualitativamente. A área de estudo é composta de cinco Áreas de Governo Local (LGAs, na sigla em inglês) e das três zonas ecológicas reconhecidas dentro delas. Elas foram mapeadas e analisadas visando determinar a extensão, os impactos e os efeitos das inundações recorrentes. Três planejadores urbanos, um topógrafo, um estagiário de topografia, dois arquitetos paisagistas e cinco calouros do Departamento de Planejamento Urbano e Regional de diferentes universidades no sudoeste da Nigéria conduziram as avaliações no local. A análise levou em consideração os seguintes elementos urbanos: população; uso do solo; infraestrutura econômica, física e social; índices de migração urbana referentes a habitantes e agricultores; e outras características urbanas reconhecidas associadas a cidades em crescimento. A conclusão enfatizou a urgência de ações imediatas por parte de órgãos governamentais, agências e profissionais de planejamento urbano e ecológico para desenvolver soluções robustas e sustentáveis que reduzam os efeitos dos danos causados pela água e pelo escoamento superficial sobre a população local, as redes hidroviárias e o desenvolvimento físico de uma cidade ou região.

Abstract Cities are characterized by high population density, modern amenities, and urban infrastructure. Considering the rate of urban growth around the suburbs, peri-urban regions are those located outside major cities, presenting a combination of urban and rural features, which means they are places with low population density that prioritize agribusiness, communal activities, and unspoiled landscapes. These lowland communities and the rapidly growing Lagos-Ogun floodplain demand strategic landscape design due to the widespread effects of floods and related risks in Southwest Nigeria. Due to their proximity to the Lagos shoreline and the urban infrastructure connecting them to the Lagos metropolis, these rising settlements need the regional and strategic physical design of the towns that are now known as “new Lagos Cities.” These settlements, located in Northern Lagos and also known as Development Pressure Areas (DPAs), are facing considerable development pressure from the nearby suburbs. The present study assessed the current characteristics of a few chosen residential and agricultural communities in DPAs, as well as the flood catastrophes that occurred between April and November 2023. The purpose of this article is to provide a regional conceptual framework and appropriate landscape planning as a means of reducing flood threats. The on-site data concerning the research were analyzed both quantitatively and qualitatively. The study area is made up of five Local Government Areas (LGAs) and the three recognized ecological zones within them. They were mapped out and examined to determine the extent, impacts, and effects of the recurring flooding. Three town planners, one surveyor, one trainee surveyor, two landscape architects, and five freshmen from the Department of Urban and Regional Planning from different universities in Southwest Nigeria conducted the on-site assessments. The analysis took into account the following urban elements: population; land use; economic, physical, and social infrastructure; urban migration indexes regarding inhabitants and farmers; and other recognized urban traits associated with growing cities. The conclusion emphasized the urgent need for prompt action from governmental bodies, agencies, and professionals in urban and ecological planning to develop robust and sustainable solutions for reducing the effects of water damage and runoffs on the local population, on waterway networks, and on physical development in a city or region.

Gardens, orchards and the botanical garden: the plant species and their spaces in the city of Vila Rica, 18th and 19th centuries Silva, Leandro Vieira da

Resumo Desde os primórdios da implantação das primeiras cidades no Brasil, os colonizadores portugueses tomaram decisões que transformaram a paisagem natural. Ao longo de mais de trezentos anos de domínio lusitano, assistiu-se à edificação de construções suntuosas, como igrejas, palácios, fortes, casarões, pontes etc., bem como à introdução de várias espécies vegetais que fizeram parte de espaços como jardins, hortas, pomares, quintais e hortos botânicos. Partindo da problemática de que a manipulação da natureza marcou uma nova etapa na trajetória das cidades e entendendo que essas plantas são integrantes da cultura material arqueológica daquele contexto, a proposta deste artigo é discutir a importância socioeconômica dessas espécies, tomando como estudo de caso a cidade de Vila Rica, atual Ouro Preto. Do ponto de vista teórico, a pesquisa foi estruturada no conceito de paisagem e a metodologia baseou-se na leitura de relatos de viajantes, na pesquisa de coleções fotográficas do Arquivo Público Municipal de Ouro Preto, na recuperação de levantamentos (etno)botânicos realizados na cidade e na vistoria a sítios histórico-arqueológicos. O trabalho enfatiza a importância dos vegetais no assentamento dos colonos e no próprio desenvolvimento da urbe, analisa como jardins, pomares e o Horto Botânico de 1799 estavam situados na paisagem urbana e discorre sobre a ideologia do controle sobre a natureza, enquanto estratégia usada por Lisboa para desenvolver o seu projeto de colonização.

Abstract Since the early days of the establishment of the first cities in Brazil, decisions were made by Portuguese colonizers that transformed the natural landscape. Over the course of more than 300 years of Portuguese rule, sumptuous constructions such as churches, palaces, forts, mansions, bridges, etc. were witnessed, as well as the introduction of several plant species that were part of spaces such as gardens, vegetable gardens, orchards, backyards and botanical gardens. Starting from the problem that the manipulation of nature marked a new stage in the trajectory of cities and understanding that these plants are part of the archaeological material culture of that context, the proposal of this article is to discuss the socioeconomic importance of these species, taking the city of Vila Rica as a case study. From a theoretical point of view, the research was structured on the concept of landscape and the methodology was based on the reading of travelers’ reports, research of photographic collections from the Ouro Preto Municipal Public Archive, the recovery of (ethno)botanical surveys in the city and the inspection of historical-archaeological sites. The work emphasized the importance that plants had for the settlement of the colonists and for the development of the city itself, analyzed how gardens, orchards and the botanical garden of 1799 were situated in the urban landscape and discussed the ideology of control over nature, as a strategy used by Lisbon to develop its colonization project.

Territorial discontinuity and the formation of urban voids: a growth pattern in intermediate cities in the state of São Paulo Maia, Amanda Carvalho Leonelli, Gisela Cunha Viana

Resumo O vazio urbano é um fenômeno da urbanização contemporânea, caracterizado pela dispersão, espraiamento, descontinuidade e fragmentação. Resulta da relação entre expansão urbana e retenção especulativa de terras, configurando-se como processo e consequência dessa forma de produzir “cidade”. Este artigo é fruto de uma pesquisa destinada a verificar se, entre 1950 e 2020, a expansão urbana marcada pela presença de vazios constitui um padrão físico-temporal em cidades médias paulistas. Analisou-se a evolução da mancha urbana e do perímetro urbano de onze municípios por meio de mapeamentos e fichas de caracterização. Os resultados comprovaram um padrão de crescimento da malha urbana caracterizado pela descontinuidade territorial, com vazios periféricos, intersticiais e de lotes, sendo distinguidos quatro períodos estratégicos da dispersão urbana. A abordagem instiga a perspectiva predominante sobre o início do processo de dispersão urbana nas cidades médias paulistas, oferecendo uma análise histórica e comparativa que pode subsidiar políticas públicas e reflexões sobre o padrão de expansão urbana no interior paulista.

Abstract Urban voids are a phenomenon of contemporary urbanization, characterized by dispersion, sprawl, discontinuity, and fragmentation. They emerge from the interplay between urban expansion and speculative land retention, constituting both a process and a consequence of prevailing ways of producing “city.” This article stems from research conducted to investigate whether, between 1950 and 2020, urban expansion, marked by the presence of urban voids, constitutes a physical-temporal pattern in intermediate cities across the state of São Paulo. The study analyzed the evolution of the urban areas and perimeters of eleven municipalities through mapping and characterization records. The findings have confirmed a growth pattern in the urban fabric marked by territorial discontinuity, with peripheral, interstitial and vacant-lot voids, in which four strategic periods of urban sprawl were distinguished. The approach challenges the predominant perspective regarding the onset of urban sprawl in intermediate cities throughout the state, offering a historical and comparative analysis that may inform public policies and contribute to broader reflections on the urban expansion pattern in the interior of the state of São Paulo.

Resumo Este artigo discute o papel das economias ilegais na urbanização amazônica, com base no caso de Pichari na Amazônia peruana. Utilizando a etnografia focada, exploro o processo de expansão urbana durante o segundo boom da coca. Analiso dois tipos de relação entre urbanização e economias ilegais. Por um lado, a economia ilegal como motor econômico, que transformando Pichari num centro urbano ligado à economia global. Por outro lado, a presença do Estado no combate às drogas que contribuiu para o crescimento da cidade com infraestrutura pública e com uma burocracia local permanente. Assim, o processo de urbanização impulsionado por uma commodity ilegal cria uma cidade próspera, embora estigmatizada, que chamo de “cidade cocalera”. Compreender seu processo de desenvolvimento permite compreender outro motor da urbanização amazônica, bem como introduzir o elemento urbano na discussão do futuro da política de drogas nesse espaço.

Resumen Este artículo discute el papel de las economías ilegales en la urbanización amazónica, a partir del caso de Pichari en la Amazonia peruana. Usando la etnografía enfocada exploro el proceso de expansión urbana durante el segundo boom cocalero en la zona. Analizo dos tipos de relación entre urbanización y economías ilegales. Por una parte, la economía ilegal como motor económico que convirtió a Pichari en un centro urbano conectado con la economía global. Por otro lado, la presencia del Estado en la lucha contra las drogas que contribuyó al crecimiento de la ciudad con infraestructura y una burocracia pública permanente. Así, el proceso de urbanización impulsado por un commodity ilegal crea una ciudad próspera, aunque estigmatizada, que denomino “ciudad cocalera”. Comprender su desarrollo permite comprender otro motor de la urbanización amazónica, así como introducir el elemento urbano en la discusión del futuro de la política de drogas en dicho espacio.

Abstract This article discusses the role of the illicit economy in the urbanisation of Amazonia using the case of Pichari in Peru. Using focused ethnography, I examine urban expansion during the second coca boom. I analyse two types of relationships between urbanisation and the illicit economy. On the one hand, the illicit economy as an economic engine that transformed Pichari into an urban centre connected to the global economy. On the other hand, the presence of the state in the war on drugs contributed to the growth of the city with public infrastructure and a permanent bureaucracy. In this sense, the urbanisation process driven by an illicit commodity created a prosperous, albeit stigmatised, city that I call the “cocalera city”. Understanding this process allows us to understand another driver of urbanisation in Amazonia and to bring the urban element into the discussion about the future of drug policy in this space.

Resumo O presente artigo aborda a elaboração de um projeto de lei precursor para regularização da posse em favelas, apresentado à Câmara Municipal de Belo Horizonte, em julho de 1963, por Dimas Perrin, então advogado da Federação dos Trabalhadores Favelados de Belo Horizonte (FTFBH). Demonstra-se que esse PL se insere em uma complexa trama em torno da luta pelo acesso à terra urbana. Por um lado, ele se calca no debate nacional sobre a Reforma Urbana e na investigação de alternativas para habitação popular; por outro, na forte atuação da Ação Católica (AC) e da Ação Popular (AP) junto às favelas da capital mineira e à FTFBH.

Abstract This article addresses the elaboration of a precursor Bill for Land Tenure Regularization in favelas that was presented to the Belo Horizonte City Council in July 1963 by Dimas Perrin, then a lawyer for the Federation of Favelado Workers of Belo Horizonte (FTFBH). It demonstrates that this bill was part of a complex plot surrounding the struggle for access to urban land. On the one hand, it was based on the national debate on Urban Reform and the investigation of alternatives for popular housing; on the other, it was supported by strong actions of Catholic Action (AC) and Popular Action (AP) in the favelas of the capital of Minas Gerais and the FTFBH.

Resumo A expansão de fronteiras por novas terras e recursos surge como uma demanda inerente ao modelo capitalista para manter sua reprodução pujante. Neste artigo, analisamos como o limite político-administrativo da Faixa de Fronteira vem funcionando como uma fronteira mineral. O objetivo dele é identificar, sistematizar e categorizar as estratégias utilizadas pelos agentes do setor da mineração para avançar sobre os recursos minerais em um espaço da Amazônia Legal anteriormente interditado por regulamentações estatais. O processo metodológico consistiu no levantamento e análise de dados espaciais do governo brasileiro e de organizações de pesquisa sobre a apropriação empresarial do subsolo. Identificamos cinco estratégias principais: reserva de lugar, especulativa, político-institucional, terceirização e garimpo, que refletem práticas de abertura e apropriação da fronteira mineral.

Abstract The expansion of frontiers into new lands and resources constitutes an inherent demand of the capitalist model, necessary to sustain its vigorous reproduction. This article analyzes how the political-administrative boundary of the Border Strip in Brazil has operated as a mineral frontier. It seeks to identify, systematize, and categorize the strategies employed by actors in the mining sector to gain access to mineral resources in a portion of the Legal Amazon previously restricted by state regulations. The methodological approach involved the collection and analysis of spatial data from Brazilian government agencies and research institutions regarding corporate appropriation of the subsoil. Five main types of strategies were identified-securing exploration rights, speculative, political-institutional, outsourcing, and garimpo (artisanal mining)-which reflect the practices through which the mining frontier is opened and appropriated.

Resumo No contexto das transformações metropolitanas nas cidades latino-americanas, este trabalho analisa a mobilidade residencial e sua relação com a estrutura socioespacial de Montevidéu, concentrando-se no único período com registros disponíveis sobre mudanças entre bairros (2006-2011). Por meio de uma abordagem quantitativa, examinam-se os padrões de mobilidade residencial utilizando dados da Pesquisa Contínua de Domicílios do Instituto Nacional de Estatística do Uruguai. Os resultados revelam que, apesar de coincidir com um período de crescimento econômico e melhorias nos indicadores de pobreza e desigualdade de renda, os processos de mobilidade residencial entre 2006 e 2011 tendem a reforçar a estrutura socioespacial polarizada existente. No entanto, identificam-se certas transformações socio-urbanas nas áreas centrais e intermediárias que questionam essa tendência geral.

Resumen En el marco de las transformaciones metropolitanas en las ciudades latinoamericanas, este trabajo analiza la movilidad residencial y su relación con la estructura socioespacial de Montevideo, centrándose en el único período con registros disponibles sobre mudanzas entre barrios (2006-2011). A través de un enfoque cuantitativo, se examinan los patrones de movilidad residencial utilizando datos de la Encuesta Continua de Hogares del Instituto Nacional de Estadística del Uruguay. Los resultados revelan que, a pesar de coincidir con un periodo de crecimiento económico y mejoras en los indicadores de pobreza y desigualdad de ingresos, los procesos de movilidad residencial entre 2006 y 2011 tienden a reforzar la estructura socioespacial polarizada existente. No obstante, se identifican ciertas transformaciones socio-urbanas en las áreas centrales e intermedias que cuestionan esta tendencia general.

Abstract In the context of metropolitan transformations in Latin American cities, this paper analyzes residential mobility and its relationship with the socio-spatial structure of Montevideo, focusing on the only period with available records of moves between neighborhoods (2006-2011). A quantitative approach is used to examine patterns of residential mobility using data from the Continuous Household Survey of the National Institute of Statistics of Uruguay. The results show that, despite coinciding with a period of economic growth and improvements in poverty and income inequality indicators, residential mobility processes between 2006 and 2011 tend to reinforce the existing polarized socio-spatial structure. However, certain socio-urban transformations are identified in the central and intermediate areas that challenge this general trend.

Industriais da Seca and the Politics of Drought in the Brazilian Northeast Zambiasi, Tamara

Resumo Este artigo examina a crítica de Antonio Callado às dinâmicas sociais e políticas em torno da seca no Nordeste brasileiro, apresentada em suas crônicas de 1959 para o Correio da Manhã. Callado expôs a Indústria da Seca, uma rede de latifundiários e políticos que exploravam os esforços contra a seca para ganhos pessoais e políticos. Ele mostrou como a seca, frequentemente vista como uma questão climática, era usada para perpetuar desigualdades e manter desequilíbrios de poder. O estudo adota uma metodologia histórico-documental, baseada nas crônicas de Callado e fontes de arquivo. Ancorada na teoria do espaço de Milton Santos, a pesquisa analisa como estruturas sociopolíticas e o controle de recursos moldaram a seca como oportunidade de lucro e dominação. Incorporando o pensamento de Celso Furtado sobre reforma agrária e distribuição equitativa de recursos, o artigo enfatiza a seca como reflexo de desigualdades e um espaço contestado de poder.

Abstract This paper examines Antonio Callado’s critique of the social and political dynamics surrounding drought in Brazil’s Northeast, as highlighted in his 1959 chronicles for the newspaper Correio da Manhã, which exposed the Indústria da Seca - a network of large landowners and politicians who exploited drought relief efforts for personal and political gain. Callado argued that drought, often framed as a climatic issue, perpetuated inequality and reinforced power imbalances. Employing a historical-documentary methodology, this study draws on Callado’s chronicles and archival sources. Using Milton Santos’ theory of space, it explores how socio-political structures and resource control transformed drought into a tool of profit and domination. Celso Furtado’s developmental thought, particularly his advocacy of land reform and equitable resource distribution, informs the analysis. By synthesizing Callado, Santos and Furtado’s perspectives, this paper highlights drought as a reflection of entrenched inequalities and a contested site of power.

Accumulation by dispossession of urban infrastructures in financialized capitalism and the new mechanisms of income extraction in the Brazilian territory Sugahara, Maria Carolina Graciano

Resumo Este artigo tem como objetivo analisar a relação entre a acumulação por espoliação das infraestruturas urbanas e a produção social do espaço no contexto da acumulação fictícia. Essa análise se deu por meio de revisão teórico-conceitual de pesquisas nacionais e internacionais sobre o tema, de exame de relatórios de gestão e desenvolvimento, do uso de bancos de dados públicos e privados, de elaboração de tabelas e gráficos e de exercício analítico-reflexivo relacionando as principais referências teóricas aos dados obtidos. O artigo procura abordar os aspectos relacionados à regulação política e aos instrumentos financeiros envolvidos na provisão, na gestão e no financiamento das infraestruturas, avaliando como os novos mecanismos de extração de renda integram a agenda neoliberal e viabilizam o itinerário da financeirização no território brasileiro.

Abstract This article aims to analyze the relationship between accumulation by dispossession of urban infrastructures and the social production of space in the context of fictitious accumulation. The analysis was carried out by means of theoretical-conceptual review of both national and international research on the topic, examination of management and development reports, use of public and private databases, creation of tables and charts and analytical-reflective exercise connecting the main theoretical references to the data obtained. The article seeks to address aspects related to political regulation and the financial instruments involved in the provision, management and financing of infrastructures, assessing how new mechanisms of income capture are present in the neoliberal agenda and enable the path of financialization in the Brazilian territory.

Resumo O presente artigo parte de inquietação inicial centrada na nomeação dos territórios periféricos e suas dimensões políticas e/ou despolitizantes, em um processo diretamente ligado ao repertório e às categorias (teóricas e políticas) mobilizados para sua compreensão. A partir disso, buscamos elaborar e desdobrar algumas consequências da adoção da categoria “ocupação” para identificar territórios periféricos em São Paulo, considerando o contexto de disputa política, ideológica e econômica entre diferentes atores, como Estado - presente sob a forma de institucionalidade, poder de polícia, parlamentares e leis, o que produz diferentes efeitos nos territórios -, matrizes religiosas distintas, grupos que operam mercados ilícitos, movimentos sociais, organizações não governamentais, empresas privadas do mercado formal, moradores e universidades nacionais e internacionais, entre outros. A partir de pesquisa empírica realizada no distrito do Grajaú, zona sul da cidade de São Paulo, interessa-nos sobretudo pôr em xeque as formas de adoção acrítica de categorias à primeira vista nativas; defendemos, no caso estudado, o uso da categoria “favela” a partir de uma perspectiva dissensual, incidindo sobre o sensível, conferindo-lhe outras nomeações e disputando sentidos instrumentalizados por uma suposta ação virtuosa.

Abstract This article has emerged from an initial concern centered around the naming of peripheral territories and their political and/or depoliticizing dimensions inherent in this process, which is intrinsically tied to the repertoire and categories (both theoretical and political) used to comprehend them. Building on this premise, we explore and elaborate on the implications of adopting the term “occupation” to describe peripheral territories in São Paulo. Our analysis engages with the complex interplay of political, ideological, and economic disputes involving different actors, including the State - expressed through institutional presence, police power, legislators, and laws, which generate diverse impacts on these territories - as well as distinct religious organizations, groups engaged in illicit markets, social movements, non-governmental organizations, private sector companies, residents, and academic institutions at both national and international levels. Drawing on empirical research conducted in the district of Grajaú, in the southern zone of the city of São Paulo, Brazil, this study challenges the uncritical adoption of seemingly native categories. Specifically, in the particular case studied, we advocate for the use of the category “favela” from a dissensual perspective, one that disrupts the sensory landscape, assigning it alternative denominations, and contesting meanings that have been instrumentalized by purportedly virtuous actions.

Resumo A partir de pesquisa de natureza etnográfica realizada em uma periferia metropolitana de Belo Horizonte, este texto investiga as geografias da reprodução social crítica produzidas por sujeitos periféricos de modo a garantir sua sobrevivência em meio à crise. Explora-se a diversidade de práticas a partir de relatos de histórias da área estudada, atentando para as estratégias de reprodução social e as espacialidades produzidas. Trata-se de estratégias para sobreviver em meio às adversidades acumuladas no contexto da crise contemporânea. O argumento se baseia no diagnóstico de uma profunda transformação nos territórios periféricos e busca ressaltar a complexidade das práticas sociais que estão envolvidas na dinâmica da urbanização periférica, evidenciando a heterogeneidade dessa realidade.

Abstract Based on ethnographic research carried out in a metropolitan periphery of Belo Horizonte, this text investigates the geographies of critical social reproduction produced by peripheral subjects to guarantee their survival amid the crisis. It explores the diversity of practices based on stories from the area under study, focusing on the strategies of social reproduction and the spatialities produced. These strategies aim at surviving the adversities accumulated in the context of the contemporary crisis. The argument is based on the fact that profound transformation has been detected in peripheral territories, and it seeks to highlight the complexity of the social practices involved in the dynamics of peripheral urbanization, emphasizing the heterogeneity of this reality.

Resumo Analisam-se, neste artigo, desigualdades e diferenças concernentes ao consumo alimentar na metrópole de São Paulo, considerando a lógica socioespacial fragmentária como marco teórico. Focalizando os territórios de Cidade Tiradentes e Pinheiros, considera-se a distribuição desigual de alimentos frescos e minimamente processados em relação às práticas cotidianas de consumo. A pesquisa, de caráter qualiquantitativo e cartográfico, evidencia que a expansão de redes supermercadistas na periferia, embora intensifique a policentralidade, não mitiga a insegurança alimentar, perpetuando a predominância de alimentos ultraprocessados. Observa-se uma maior quantidade, diversidade e qualidade dos estabelecimentos em Pinheiros, enquanto em Cidade Tiradentes há a dependência de formatos como atacarejos, bem como características de desertos alimentares. As narrativas dos citadinos demonstram como renda, mobilidade e situação geográfica impactam as escolhas alimentares, reforçando as disparidades socioespaciais. Conclui-se que há urgência de políticas públicas que promovam equidade no acesso a alimentos saudáveis, integrando a segurança alimentar ao direito à cidade, destacadamente no atual contexto do processo de fragmentação socioespacial.

Abstract in English:

Abstract The present article analyzes inequalities and differences concerning food consumption in the metropolis of São Paulo, using fragmentary social and spatial logic as its theoretical framework. Focusing on the territories of Cidade Tiradentes and Pinheiros, the unequal distribution of fresh and minimally processed foods is examined in relation to daily consumption practices. The research, which is both quali-quantitative and cartographic in nature, shows that while the expansion of supermarket chains in the periphery intensifies polycentricity, it does not mitigate food insecurity, instead perpetuating the predominance of ultra-processed foods. Establishments in Pinheiros are more numerous, more diverse and higher-quality, whereas in Cidade Tiradentes the population relies on dual distribution (i.e. establishments that act as both wholesalers and retailers), and the area presents food desert features. City dwellers’ narratives demonstrate how income, mobility and location impact food choices, reinforcing social and spatial disparities. The article concludes that there is an urgent need for public policies that promote equity in terms of access to healthy food, integrating food security with the right to the city, especially in the current context of social and spatial fragmentation.

Resumo Os periódicos representam uma das principais formas de validação e difusão de conhecimento nas ciências. A ciência, no entanto, não é neutra, pois há uma complexa engrenagem acadêmica e mercadológica de produção de artigos que influencia o funcionamento da rede de conhecimento, citações e métricas de impacto. Este artigo aborda questões relacionadas às mudanças na qualificação dos periódicos brasileiros e latino-americanos ante os grandes indexadores editoriais. Foi realizada uma análise comparativa dos posicionamentos dos periódicos em Planejamento Urbano e Regional/Demografia (PURD)do Qualis (quadriênio 2013-2016 e Único de 2020), cujas variáveis incluem o posicionamento no Qualis, indexadores cadastrados e métricas de impacto. Os resultados apontam um alinhamento do método de classificação da Capes com critérios de grandes indexadores editoriais e o modo como essas mudanças se aproximam da lógica de publicação e priorização de alto impacto presente nas Ciências Exatas e Biológicas. Por fim, discutem-se os efeitos que essa abordagem pode trazer para o cenário de difusão científica em Planejamento Urbano e Regional.

Abstract Journals represent one of the main ways of validating and disseminating knowledge in the sciences. Science is not neutral. There is a complex academic and marketing gear of article production that influences how the knowledge network, citations and impact metrics work. This article addresses issues related to changes in the qualification of Brazilian and Latin American journals in the face of major editorial indexes. A comparative analysis was made of the placements of journals in PUR/D of Qualis (the four-year period 2013/2016 and Único 2020). The variables include placement in Qualis, registered indexes and metrics of impact. The results point to an alignment of CAPES classification method with the criteria of major editorial indexes. These changes are alike the high-impact publication and prioritization logic present in the exact and biological sciences. Finally, we discuss the effects that approach can bring to the scenario of scientific diffusion in Urban and Regional Planning.

Resumo Baseado em uma etnografia que acompanha a trajetória de quatro jovens da periferia da zona sul de São Paulo, este artigo investiga a forma como o empreendedorismo se desenvolve como a outra face da cultura periférica. Entendido como forma cultural utópica do trabalho por conta própria, defendemos que o empreendedorismo desloca horizontes de expectativa que eram identificados anteriormente como preponderantes entre os moradores da periferia - um emprego com carteira assinada e a participação política. O artigo conclui que, ao não se verem mais representados no mercado de trabalho e nas organizações de esquerda, esses jovens se apoiam na utopia do empreendedorismo para dar respostas tanto aos seus dilemas individuais quanto, coletivamente, ao seu projeto de autonomia periférica.

Abstract Grounded in an ethnographic study tracing the trajectories of four young people from the southern periphery of the city of São Paulo, this article investigates how entrepreneurship has developed as the other face of peripheral culture. Conceptualized as a utopian cultural form of self-employment, this study argues that entrepreneurship redefines the horizons of expectation that were once central to the lives of residents living on the periphery - namely, the employment and social security record card and political engagement. The article concludes that, feeling increasingly unrepresented in both the labor market and in left-wing organizations, these young people turn to the utopian ideal of entrepreneurship to navigate their personal challenges and, collectively, advance their vision of peripheral autonomy.

RESUMO O artigo tem por objetivo fazer uma análise comparativa do processo de fragmentação socioespacial em duas cidades médias do Semiárido Brasileiro - Mossoró (RN) e Sobral (CE) - que coteja semelhanças e diferenças no que concerne ao porte demográfico, às funções interurbanas em suas respectivas redes e, fundamentalmente, aos seus habitats periféricos. Ambas se localizam na região Nordeste, fundada na grande propriedade rural e influenciada por condicionantes do clima semiárido predominante no domínio morfoclimático da Caatinga. Guardam, ao mesmo tempo, diferenças históricas quanto a sua situação geográfica, estruturação espacial, aspectos sociais, culturais e economias regionais. Essas cidades desvelam particularidades que, em análise comparativa, apresentam aspectos centrais ao processo de estruturação urbana e de fragmentação socioespacial. Esta última é tratada aqui como um processo multiescalar que tem sido sistematicamente aprofundado pelas políticas habitacionais, seja pela persistência das favelas e comunidades urbanas ou pelas estratégias do mercado imobiliário, cujos agentes promovem espaços residenciais fechados exclusivos, quase sempre associados a uma ideia de morar nas proximidades de locais de consumo para as altas rendas, em áreas aprazíveis e relativamente “afastadas” de locais “indesejados” da cidade, frequentemente atreladas à negação da própria cidade e de suas relações socioambientais. Este artigo, portanto, tematiza a fragmentação socioespacial e seus aspectos fundantes, tomando como base a dimensão do habitar e a atuação dos agentes econômicos produtores do espaço residencial urbano nas novas áreas periféricas.

ABSTRACT The article aims to analyze the process of socio-spatial fragmentation in two medium-sized cities in the Brazilian Semiarid: Mossoró, RN, and Sobral, CE, based on a comparative analysis of their similarities and differences in demographic size, interurban functions in their respective networks, and especially their peripheral habitats. Both are located in the Northeastern region, established in large rural properties, and influenced by the conditions in the predominant semi-arid climate in the morphoclimatic domain of the Caatinga. At the same time, their historical differences include their geographical situation, spatial structure, social and cultural aspects, and regional economies. Comparative analysis elucidated that these cities exhibit differences central to their process of urban structuring and socio-spatial fragmentation. This socio-spatial fragmentation means a multiscale process that has been systematically deepened by housing policies, either by the persistence of favelas and urban communities or by the strategies of the real estate market, whose agents promote exclusive enclosed residential spaces, almost always associated with an idea of living in the vicinity of places catering to high-income consumption, in pleasant areas and relatively “away” from “unwanted” places in the city, often linked to the denial of the city itself and its socio-environmental relations. Therefore, this article explores socio-spatial fragmentation and its founding aspects based on the dimension of inhabiting and the actions of the economic agents that produce the urban residential space in the new peripheral areas.

Resumo A partir da análise de espaços centrais que concentram consumo de drogas ilícitas nas cidades de São Paulo (Brasil) e de Bogotá (Colômbia), este artigo tem o objetivo de propor novas perspectivas sobre a relação centro-periferia, levando em conta o impacto do dispositivo das drogas e da moral a ele associada. Como procedimentos metodológicos, utilizaram-se observações de campo, pesquisa documental e revisão bibliográfica na interface entre o conceito de periferia e os espaços estudados. A identificação de códigos compartilhados e conteúdos semelhantes entre a periferia e o centro problematiza a tradicional oposição centro-periferia, evidenciando a complexidade da atual realidade urbana latino-americana e a necessidade de atualizar os conceitos disponíveis para compreendê-la. Aproximar as realidades de São Paulo e Bogotá permitiu lançar a hipótese de que a moral associada à ilegalidade pode intensificar processos de fragmentação socioespacial, resultando em “hiperperiferias centrais”, enclaves com conteúdo “periférico” em pleno centro.

Abstract Based on the analysis of central areas that concentrate illicit drug use in the cities of São Paulo (Brazil) and Bogotá (Colombia), this article aims to propose new perspectives on the center-periphery relation, taking into account the impact of the presence of drugs and the associated morality. Field observations, documentary research and literature review were used as methodological procedures in the interface between the concept of periphery and the spaces studied. The identification of shared codes and similar features in both the periphery and the center problematizes the traditional center-periphery opposition, highlighting the complexity of the current Latin American urban reality and the need to update the concepts to understand it. Bringing together the realities of São Paulo and Bogotá allowed us to formulate the hypothesis that the morality associated with illegality can intensify social and spatial fragmentation processes, resulting in “central hyperperipheries”, enclaves with “peripheral” features in the city center.

Resumo Pela perspectiva dos dispositivos de segurança e medidas segregadoras, num gradiente das populações de baixa, média e alta renda e em construções de baixo, normal e alto padrão construtivo, apresentam-se, com o uso da ferramenta Street View e a interação com os dados visuais por meio de hyperlinks e QR Codes, exemplos de segregação socioespacial em territórios periféricos na sub-região oeste da Região Metropolitana de São Paulo (RMSP). Pretende-se expor, em uma instância mais individual - na escala do corpo humano e no nível do pedestre -, como medidas segregadoras materializadas no espaço urbano se relacionam com homogeneidades e heterogeneidades que coabitam territórios periféricos, a própria conformação urbana, suas interações sociais e processos de formação. Utilizando dados estatísticos sobre vitimização embasados por referências da Antropologia e da Sociologia, analisando situações contrastantes nas vias de acesso de unidades habitacionais até enormes empreendimentos imobiliários, evidencia-se como medidas individualistas influem, de diferentes maneiras, no desenho da cidade e no dia a dia da população.

Abstract From the perspective of security devices and segregation measures, in a gradient of low-, middle-, and high-income populations together with buildings of low, standard, and high construction levels, this study examines the socio-spatial segregation in peripheral territories in the western sub-region of the São Paulo Metropolitan Area (SPMA). Employing the Street View tool and engaging with visual data via hyperlinks and QR codes, the objective is to illustrate, on a more individual level - at the scale of the human body and from a pedestrian’s perspective -, how segregation measures materialized in urban space are related to the homogeneities and heterogeneities that coexist in peripheral territories, the very configuration of the urban environment, together with its social interactions, and formative processes. By drawing on statistical data regarding victimization, based on references from the fields of anthropology and sociology, and analyzing contrasting situations along access routes for housing units through to large real estate developments, the study highlights how individualistic measures, to varying degrees, influence the design of the city and the everyday life of the population.

Peripheries as Places of (Re)Existence for Women: From the Body to the City Rovere, Tuize S.

Resumo O artigo trata de como mulheres moradoras das periferias empobrecidas e menos providas de serviços públicos de apoio ao trabalho de cuidado desenvolvem suas (re)existências cotidianas diante dos processos de espoliação impostos aos seus corpos pela vulnerabilidade socioeconômica e pela política pública habitacional. A pesquisa enfatiza a intersecção entre gênero, raça e classe no acesso ao direito à cidade e na construção do espaço urbano, destacando as formas como essas mulheres atuam para atenuar os efeitos do trabalho precarizado, da subtração de direitos básicos, da sobrecarga do trabalho de cuidados e da habitação em lugares segregados socioespacialmente. É abordado o modo paradoxal de como a política pública habitacional se comporta como meio de acesso à moradia e, ao mesmo tempo, como mais um mecanismo de controle dos corpos femininos nos territórios, restringindo sua autonomia e mobilidade nas cidades. O estudo se aproxima da abordagem etnográfica, contando com a observação participante, as caminhadas pelo bairro, a roda de conversa entre mulheres e os cadernos de campo como procedimentos metodológicos para melhor compreender as formas cotidianas de (re)existir e fazer a cidade das moradoras do Residencial Viver Bem, na periferia sul de Santa Cruz do Sul (RS). São abordadas, ainda, as maneiras como essas mulheres constroem redes de ajuda entre si como estratégia de sobrevivência, desafiando a lógica disciplinadora do Estado. A análise se dá sob perspectivas feministas e decoloniais sobre as cidades e o espaço urbano, trazendo uma crítica à noção universalista do direito à cidade, defendendo a importância de reconhecer os modos plurais de habitar. O artigo leva à reflexão sobre como as cidades devem ser pensadas a partir da materialidade dos corpos nos territórios em que habitam, por meio do conhecimento das suas experiências concretas, superando abordagens normativas que perpetuam desigualdades.

Abstract The article examines how women living in impoverished peripheries with limited access to public support services for care work develop their daily (re)existences in response to the processes of dispossession imposed on their bodies by socioeconomic vulnerability and housing public policies. The research emphasizes the intersection of gender, race, and class in access to the right to the city and the construction of urban space, highlighting the ways in which these women act to mitigate the effects of precarious work, the deprivation of basic rights, the overload of care work, and housing in socio-spatially segregated areas. The article explores the paradoxical role of public housing policies, which function both as a means of access to housing and as a mechanism of control over women’s bodies in these territories, restricting their autonomy and mobility within the city. The study adopts an ethnographic approach, employing participant observation, neighborhood walks, women’s discussion circles, and field journals as methodological procedures to better understand the everyday forms of (re)existence and city-making practiced by the residents of the Viver Bem Residential Complex, located in the southern periphery of Santa Cruz do Sul/RS. The analysis explores how these women build mutual aid networks as a survival strategy, challenging the state’s disciplinary logic. The discussion is framed through feminist and decolonial perspectives on cities and urban space, offering a critique of the universalist notion of the right to the city and advocating for the recognition of plural ways of inhabiting urban territories. The article reflects on how cities should be conceptualized based on the materiality of bodies in the territories they inhabit, incorporating knowledge derived from their concrete experiences and overcoming normative approaches that perpetuate inequalities.

RESUMO As metrópoles do sul global são constituintes da crise que se instaurou com a chegada do Antropoceno. As periferias e favelas dessas megacidades apontam para uma nova possibilidade de pensar a geografia global. O presente artigo articula conceitos de território, poder e informalidade a fim de evidenciar um conflito latente de racionalidades que seria capaz de rever os mecanismos de planejamento e estudos urbanos. Este trabalho opta por um percurso exploratório, onde as incertezas são valorizadas como processo de reflexão. Ele apresenta pontos e conceitos que se entrecruzam e se misturam num emaranhado à luz da ideia de um urbanismo do Sul e das experiências propostas por coletivos e organizações oriundas do Conjunto de Favelas da Maré, no Rio de Janeiro.

ABSTRACT The metropolises of the Global South are key components of the crisis that emerged with the arrival of the Anthropocene. The peripheries and favelas of these megacities point to new ways of thinking about global geography. This article weaves together concepts of territory, power and informality to highlight a latent conflict of rationalities that could reshape the mechanisms of urban studies and planning. Adopting an exploratory approach, this work values uncertainties as part of the reflective process. It presents intersecting and intertwined points and concepts, drawing from the idea of southern urbanism and the experiences proposed by collectives and organizations from Maré, in Rio de Janeiro.

Abstract We have drawn on elements of urban ethnography and action research to examine socio-spatial practices and urban experiences from a peripheral perspective. Resumo Este artigo trabalha a noção de periferia como um território marcado não apenas por vulnerabilidades estruturais, mas também como um lugar de potências desenvolvidas pelo povo que vive nas favelas e comunidades brasileiras. O que entendemos por potências da periferia resulta das estratégias coletivas de ação política, social, econômica e cultural que constituem não apenas uma forma de sobrevivência, mas um modo de vida sobre como viver bem nas periferias. Para sustentar essa ideia, primeiro fazemos um breve histórico sobre as periferias e a urbanização brasileiras, efetivadas sob a hegemonia do desenvolvimento desigual e periférico do capitalismo em nosso país e, na sequência, apresentamos a noção de potências das periferias, com alguns exemplos práticos atuais.

Abstract This article explores the notion of peripheries urban areas not only as spaces marked by structural vulnerabilities, but also as sites of potential developed by those who live in Brazilian favelas and low-income communities. What we understand as the peripheries potential stems from collective strategies of political, social, economic, and cultural action that constitute not only a form of survival, but a way of life - a way of living well in marginalized urban areas. To support this argument, we first provide a brief historical overview of how urbanization in Brazil unfolded under the unequal and peripheral logic of capitalist development. Peripheral cultural production and urbanization: an approach based on artistic theatrical representations from the outskirts of São Paulo - SP Pereira, Raquel de Padua

Resumo Neste artigo, abordamos a produção cultural e artística no contexto da periferia contemporânea, tecendo, especificamente, nexos entre o fazer teatral periférico da metrópole de São Paulo e o processo de urbanização. O argumento principal é de que as representações artísticas teatrais periféricas são elaboradas com base na realidade concreta e simbólica do espaço e, logo, da urbanização. Dessa forma, elas contribuem com mudanças nas formas de pensar e representar a periferia. Assim, refletimos se esse teatro, situado nos marcos da produção cultural periférica contemporânea, pode ser uma chave interpretativa da heterogeneidade dos espaços periféricos, segundo uma poética e uma territorialidade próprias.

Abstract This article explores cultural and artistic production in the context of the contemporary periphery, establishing connections, more specifically, between peripheral theatrical performance in the metropolis of São Paulo and the process of urbanization. Based on the assumptions outlined here and the results of empirical research, the main argument is that peripheral theatrical artistic representations are elaborated from the concrete and symbolic reality of space and, therefore, of urbanization. And, in this way, they contribute to changes in ways of thinking about and representing the periphery. Thus, we reflect on whether this theater, situated within the framework of contemporary peripheral cultural production, could be an interpretative key to the heterogeneity of peripheral spaces, based on its own poetics and territoriality.

Resumo Este artigo visa contribuir com o debate sobre a produção e circulação de dados referentes a territórios periféricos, em particular favelas e ocupações, buscando superar a frequente marginalização epistemológica dos seus cidadãos e explorar o potencial de tais dados para produzir transformações no âmbito local. Ele almeja responder à seguinte pergunta de pesquisa: quais são as possibilidades e os limites de um processo de produção, circulação e uso de dados em territórios periféricos? O trabalho foi desenvolvido a partir de um prisma decolonial e de uma metodologia de pesquisa-ação participativa, envolvendo moradoras de um território periférico e pesquisadores universitários. Os dados trabalhados derivam da análise de documentos oficiais, da legislação, de relatórios, de entrevistas semiestruturadas com atores-chave e de relatos de atividades como oficinas, assembleias e reuniões. Os resultados indicam que o processo de produção, circulação e uso de dados contribuiu para gerar informações e conhecimentos que não existiam previamente e fortalecer a mobilização e o agir político comunitário, bem como a articulação entre moradores e o governo municipal, o que resultou na inserção de algumas demandas comunitárias na agenda do governo municipal e em melhorias urbanas no território. Além disso, a participação ativa das moradoras enquanto pesquisadoras e o uso de instrumentos de pesquisa que propiciam horizontalidade contribuíram para potencializar o projeto, ainda que tenha havido dificuldades na aplicação de alguns instrumentos tecnológicos de pesquisa.

Abstract This article aims to contribute to the debate on the production and circulation of data concerning peripheral territories, especially slums and informal settlements, seeking to overcome the frequent epistemological marginalization of its citizens and to explore the potential of such data to bring about transformation at the local level. The paper seeks to answer the following research question: what are the possibilities and limits of a process of production, circulation and use of data in peripheral territories? The work was carried out from a decolonial perspective and using a participatory action research methodology, involving female residents of a peripheral territory and university researchers. The data used stem from the analysis of official documents, legislation, reports, semi-structured interviews with key actors and accounts of activities such as workshops, assemblies and meetings. The results indicate that the process of production, circulation and use of data contributed to generate information and knowledge that did not exist before and to strengthen community mobilization and political action, as well as cooperation between residents and the city administration, which resulted in the inclusion of some community demands on the municipal government’s agenda as well as in urban improvements in the territory. Furthermore, the active participation of female residents as researchers and the use of research instruments that provide horizontality contributed to enhance the project, even though there were difficulties in applying some of the technological research instruments.

Resumo Este artigo busca compreender como as transformações socioespaciais urbanas ocorridas em São José do Rio Preto - SP, em especial na região norte da cidade, foram apreendidas por seus moradores ao longo de suas trajetórias de vida. O intuito é identificar os efeitos dessa apreensão em seus processos de subjetivação. Para tanto, analisou-se a transformação da Zona Norte, de uma condição inicial de periferia estigmatizada à centralidade. A leitura analítica do quadro socioeconômico do município contribuiu para a realização das entrevistas semiestruturadas e estas para a compreensão da percepção dos moradores sobre o local onde vivem. Observou-se um emaranhado de mecanismos, discursos, estratégias e agentes conduzidos pela racionalidade neoliberal, englobando o Estado, conduzindo à ressignificação do lugar. O sujeito, fruto desta constelação de fatores, concebe a Zona Norte sem, no entanto, explorá-la enquanto potência social transformadora. É preciso promover novos processos de subjetivação que recuperem a unidade da comunidade e sejam capazes de estimular uma coprodução do espaço para a democratização real do direito à cidade.

Abstract This article aims to understand how the socio-spatial changes taken place in São José do Rio Preto’s urban space - specifically in its northern region -, a city in the Brazilian state of São Paulo, were apprehended by its inhabitants throughout their life trajectories. The purpose was to identify the effects of such apprehension in their subjectivation process. To do so, the transformation of the peripheral North Zone from a stigmatized outskirts into centrality was analyzed. The analysis of the municipality’s socio-economic setting contributed to the undertaking of semi-structured interviews in order to understand the local inhabitant’s perception of their neighborhood. That made it possible to uncover a complex web of mechanisms, discourses, strategies and agents driven by neoliberal rationality, including the State, that led to a resignification of place. The individual subject, a product of this constellation of factors, conceptualizes the North Zone without, however, exploring its potential for social change. New subjectivation processes are necessary to restore community unity capable of fostering space co-production for genuine democratization of the right to the city.

Resumo Na Amazônia paraense, uma grande diversidade de conteúdos socioespaciais tem tomado conta dos espaços distantes, isto é, das bordas das cidades, que antes eram preenchidas quase exclusivamente por periferias urbanas. Diante disso, o objetivo do artigo consiste em analisar as mudanças que têm se processado nas periferias dos espaços urbanos complexos da Amazônia paraense e a participação dos agentes do mercado imobiliário nessas transformações. Com base em aprofundamentos teóricos, análises documentais e trabalhos de campo, constatou-se que em Belém, Castanhal, Marabá e Altamira as periferias não apenas não desapareceram, como tampouco tiveram sua condição precária amenizada. Todavia, as extremidades do tecido urbano deixaram de ser somente preenchidas por esse conteúdo socioespacial, o que explicita, atualmente, uma configuração heterogênea de seus espaços distantes, sendo os agentes do mercado imobiliário fundamentais nesse processo.

Abstract In the Amazon of Pará, a great diversity of socio-spatial content has taken over distant spaces, that is, the edges of cities, which were previously filled almost exclusively by urban peripheries. Given this, the objective of the article is to analyze the changes that have been taking place on the outskirts of the complex urban spaces of the Pará Amazon and the participation of real estate market agents in these transformations. Based on theoretical in-depth studies, documentary analysis and fieldwork, it was found that in Belém, Castanhal, Marabá and Altamira, the outskirts not only did not disappear, they did not even have their precarious condition alleviated, however, the extremities of the urban fabric stopped only be filled by this socio-spatial content, currently explaining a heterogeneous configuration of its distant spaces and with real estate market agents as fundamental in this process.

Resumo Baseando-se na construção política e teórica de intelectuais periféricos, o artigo discute criticamente certa tendência contemporânea, presente nos estudos urbanos, de invalidação do conceito periferia como explicativo dos processos de urbanização das metrópoles. Discorrendo sobre a cidade de São Paulo e permeado de exemplos, o texto elenca nove argumentos que embasam a referida tentativa de invalidação, pontuando seus limites e fragilidades. O artigo parte de três premissas metodológicas principais: a relação entre as distintas zonas da cidade; a vocação histórica de cada uma das zonas e suas transformações; e o conflito entre as classes sociais na produção social do espaço urbano. Conclui-se que as periferias se complexicaram internamente nas últimas décadas, mas não puderam modificar a relação de dominação e dependência das zonas de alta renda e do centro tradicional da cidade de São Paulo. Desse modo, o padrão centro-periferia segue vigente.

Abstract Grounded in the political and theoretical contributions of peripheral intellectuals, this article offers a critical examination of a contemporary trend in urban studies that seeks to invalidate the concept of periphery as an analytical category for understanding metropolitan urbanisation processes. Focusing on the city of São Paulo and drawing on a range of examples, the text outlines nine arguments that underpin this attempt at invalidation, while exposing its limitations and weaknesses. The analysis is guided by three main methodological premises: the relationship between different zones of the city; the historical vocation and transformations of each zone; and the role of social conflict in the social production of urban space. The article concludes that despite the increasing internal complexity of peripheral areas over recent decades, they continue to occupy a subordinate and dependent relationship with high-income districts and the traditional center of the city of São Paulo. Thus, the center-periphery pattern remains a persistent feature.

Resumo Um grande número de trabalhos publicados atualmente examina diversos aspectos das periferias das cidades brasileiras. As periferias certamente não são apenas áreas de pobreza, negligência e privação, mas também podem ser áreas de riqueza. Do outro lado do Oceano Atlântico, na África, periferias muito diversas são os locais de maior crescimento urbano. A terminologia usada para descrever essas áreas varia, e a palavra “subúrbio” é geralmente usada de diferentes maneiras. Como ocorre no Brasil, a diversidade e a complexidade formam um tema de trabalho no que concerne às periferias urbanas africanas, reconhecendo a mistura de autoconstrução, projetos conduzidos pelo Estado e “desenvolvimentos” com fins lucrativos altamente capitalizados. A governança periférica requer um alto grau de coerência intersetorial e interescalar. Há um enorme escopo para um tráfego bidirecional de trabalho sobre periferias entre a África e o Brasil.

Abstract Substantial published work now examines diverse aspects of peripheries of Brazilian cities. Peripheries are certainly not only areas of poverty, neglect and deprivation, but can also be areas of wealth. Across the Atlantic ocean from Brazil, in Africa peripheries of great diversity are the sites of most urban growth. Terminology used to describe these peripheries varies and the word “suburb” is often used in various ways. Like Brazil, diversity and complexity form a theme of work on African urban peripheries, recognising the mix of autoconstruction, state directed projects, and highly capitalised for-profit “developments”. Peripheral governance requires intensive inter-sectoral and inter-scalar coherence. There is enormous scope for a two-way traffic of work on peripheries between Africa and Brazil.

Resumo O texto analisa periferias vividas latinoamericanas, em particular, aquelas com precariedade, exclusão e segregação urbana, associadas à autoconstrução da moradia. Parte-se dos processos de expansão urbana que produzem a periferização, desde a perspectiva dos sujeitos-habitantes. Para tanto, se desenvolvem alguns eixos de análise a partir da experiência que seus habitantes têm desta materialidade. O primeiro eixo aborda as formas de enunciar a periferia e a configuração discursiva de cronótopos periféricos. Um segundo eixo consiste na ancoragem das biografias na materialidade periférica. Outro eixo de análise aborda a tensão entre as mudanças periféricas e o que permanece (ordem periférica), mesmo quando é indesejado. Logo, são consideradas as formas de viver o tempo da espera/esperança, para fechar com uma reflexão sobre a periferia vivida como uma periferia movimento.

Resumen El texto analiza periferias vividas latinoamericanas, particularmente aquellas con precariedad, exclusión y segregación urbana, asociadas a la autoconstrucción de la vivienda. Se parte de los procesos de expansión urbana que produce la periferización, desde la perspectiva de los sujetos habitantes. Para ello, se desarrollan algunos ejes de análisis desde la experiencia que sus habitantes tienen de esa materialidad. El primer eje aborda las formas de enunciar la periferia y la configuración discursiva de cronotopos periféricos. Un segundo eje es el anclaje de las biografías en la materialidad periférica. Otro eje de análisis es la tensión entre los cambios periféricos y lo que permanece (orden periférico), aun cuando sea indeseado. Luego, se consideran las formas de vivir el tiempo de la espera/esperanza, para cerrar con una reflexión sobre la periferia vivida como una periferia movimiento.

Abstract This text analyzes Latin American peripheries, particularly those with precariousness, exclusion, and urban segregation, associated with the self-construction of housing. It begins with the processes of urban sprawl that produces the peripheries, from the perspective of the inhabitants. To this end, several axes of analysis are developed based on the inhabitants’ experience of this materiality. The first axis addresses the ways of enunciating the periphery and the discursive configuration of peripheral chronotopes. A second axis is the rooting of biographies in peripheral materiality. Another axis of analysis is the tension between peripheral changes and what remains (peripheral order), even when unwanted. Then, the ways of living the time of waiting/hope are considered. It closes with a reflection on the lived periphery as a periphery movement.

Resumo O Instituto Brasileiro de Geografia e Estatística (IBGE) tem se dedicado a produzir estatísticas sobre as favelas e comunidades urbanas desde, pelo menos, 1940. A escolha de critérios e nomenclaturas que possam representar adequadamente esses territórios tem sido, desde então, um grande desafio para o Instituto. Compreendendo que os conceitos não são neutros e alinhando-se aos preceitos normativos do direito a cidades sustentáveis e da função social da propriedade urbana, o IBGE promoveu, em janeiro de 2024, a mudança de nomenclatura: de Aglomerados Subnormais para Favelas e Comunidades Urbanas. O texto a seguir discorre sobre esse processo de mudança, situando-o também no escopo da ampliação da identificação de favelas e comunidades urbanas de menor porte e em cidades localizadas fora das Concentrações Urbanas. Além disso, evidencia-se a relação da mudança com o surgimento e a consolidação de novos atores e políticas públicas.

Abstract The Brazilian Institute of Geography and Statistics - IBGE has been producing statistics on Favelas and Urban Communities since at least 1940. The choice of criteria and nomenclatures that can adequately represent these territories has been a major challenge for the Institute ever since. Understanding that concepts are not neutral and in line with the normative precepts of the right to sustainable cities and the social function of urban property, IBGE promoted the change, in January 2024, from Subnormal Agglomerations to Favelas and Urban Communities. The text discusses this process of change, also placing it within the scope of the expansion of identification of smaller and located in cities outside Urban Concentrations Favelas and Urban Communities. In addition, it highlights the relationship between the change and the emergence and consolidation of new actors and public policies.

Resumo Os estudos urbanos globais têm testemunhado uma virada periférica, à medida que os pesquisadores vêm mudando seu olhar da parte central das cidades para as áreas periurbanas. Essa mudança de perspectiva é crucial para estudar cidades no sul global, já que a maior parte do crescimento urbano nessa região ocorreu na franja urbana. Este ensaio analisa a evolução dos estudos sobre a China urbana e considera como a China enquanto estudo de caso pode lançar luzes sobre a virada periférica nos estudos urbanos globais. Ele defende que as pesquisas sobre a China urbana precisam ir além das maiores cidades do país e se debruçar sobre uma gama mais ampla de regiões periféricas e de experiências urbanas. O nordeste da China é usado como exemplo para ilustrar de que maneira é possível enriquecer a narrativa sobre o urbanismo chinês ao se adotar uma visão periférica. Em seguida, são propostas algumas questões comparativas para repensar o urbanismo do Sul a partir da periferia.

Abstract Global urban studies have seen a peripheral turn, as researchers shifted their gaze from the central city to the peri-urban areas. This shift in perspective is crucial for studying cities in the Global South, as most urban growth in the Global South has taken place on the urban fringes. This essay surveys the evolving scholarship on urban China and considers how China as a case study may illuminate the peripheral turn in global urban studies. It argues that urban China research needs to move beyond the largest cities in the country and study a wider range of peripheral regions and urban experiences. Northeast China is used as an example to illustrate how the narrative on Chinese urbanism can be enriched by taking a peripheral view. It then proposes some comparative questions to rethink southern urbanism from the periphery.

Resumo O centro e a periferia apresentam diferenças a nível de imaginário. O primeiro é constituído pela ideia de superioridade, beleza, prestígio e ordem, enquanto a segunda é vista de forma contrária, correspondendo a inferioridade, periculosidade, desordem, fealdade etc. Esta ideia encontra-se consubstanciada na esfera dos afetos, contribuindo para que o centro seja alvo de afeição enquanto a periferia de aversão. Textos de canções têm sido um aliado histórico para o reposicionamento de imaginário sobre as periferias, apontando e difundindo potencialidades. Em realidade, são verdadeiras “escrevivências”, termo cunhado por Conceição Evaristo para denominar textos que somam escrita e vivência periférica. Assim, este artigo propõe uma reflexão sobre as periferias soteropolitanas a partir de uma interpretação afetiva de escrevivências musicais, na qual percebe-se compositores negros periféricos que criam discursos próprios para afrontar o centro e lutam por um imaginário respaldado por afetos que refletem respeito e admiração.

Abstract in English:

Abstract On the relationship between center and periphery there are differences in terms of imagery. The first is constituted by the idea of superiority, beauty, prestige and order, while the second is seen in the opposite way, corresponding to inferiority, dangerousness, disorder, ugliness etc. This idea is embodied in the sphere of affection, contributing to the establishment of the center as the target of affection while the periphery of aversion. Song texts have been a historical ally for repositioning the imagery about peripheries, pointing out and disseminating potentialities. In reality, they are true “writings” (“escrevivências”), a term coined by Conceição Evaristo to describe texts that combine writing and peripheral life experiences. Thus, this article proposes a reflection regarding the outskirts of Salvador based on an affective interpretation of musical writings, in which peripheral black composers appear as creating their own discourses to confront the center and fighting for an imaginary supported by affections that reflect respect and admiration.
