A critical analysis of the regionalization Program in the Brazil’s national tourism plans

Tourism has been a driver for sustainable regional development in Brazil, highlighting the importance of a critical analysis of the Tourism Regionalization Program (PRT), a key element of the National Tourism Policy. This study aims to analyze how the Regional Tourism Plans (PRT) have been incorporated and articulated in the National Tourism Plans of Brazil over time. Applied, exploratory, and descriptive in nature, the research uses a qualitative approach and is based on secondary data, with content analysis. The period analyzed spans from 2003 to 2024, covering the National Tourism Plans of 2003-2007, 2007-2010, 2013-2016, 2018-2022, and 2024-2027. The results indicate that the PRT has undergone significant changes over time, adapting to national demands and the tourism market. In the 2024-2027 National Tourism Plan, the PRT is reaffirmed as the foundation of federal tourism policy. Based on the principles of decentralization and regionalization, it seeks to promote more balanced and sustainable regional development. However, challenges remain, such as the need for greater integration between governments and social actors, urgent improvements in tourism infrastructure, and the implementation of more inclusive and accessible policies.
