INTERACTIONS AND THEIR IMPLICATIONS IN THE DEVELOPMENT OF PUBLIC POLICIES IN THE AREA OF SECURITY

ABSTRACT

One of the main challenges of public policy management is to transform intentions into actions. It is a complex system characterized by autonomous agents, multiplicity of actors, conflicting interests, shared power, among other aspects that generate a gap between formulation and implementation. In this context, the dynamics of interactions and the way they are managed have essential implications for the results. This study explores concepts of public policy, interactions and complex adaptive systems to analyze how interactions determined by tightly and loosely coupled systems influenced the development of a public security policy. Data were collected through interviews, non-participant observation and documents, and were analyzed using narrative analysis techniques and document analysis. Results revealed that although the formulation of public policy represents a juxtaposed system and its implementation, a loosely coupled system, excessive systematization and structural difficulties inherent to public management limits its implementation. Achieving more effective results permeates the formation of interaction networks that balance formal standards with the necessary flexibility to allow contributions arising from informal interactions and, consequently, from the learning of the implementers.
