RESUMO Este artigo analisa o plano de estabilização argentino, conhecido como “Plano Austral”. Dividimos este trabalho em três seções principais. Na primeira, as proposições teóricas, que, a nosso ver, são importantes para a compreensão das medidas do “Plano Austral”; sejam revistas. A segunda seção aborda as medidas mais importantes do plano e a evolução da economia argentina durante os primeiros nove meses de aplicação do plano, ou seja, desde o momento em que o plano foi implementado até que os preços começaram a subir. Na última seção, consideramos algumas questões que o programa terá de enfrentar no futuro próximo.

ABSTRACT This paper analyses the Argentine stabilization plan, known as “Austral Plan”. We divided this work in three main sections. In the first one, the theoretical propositions, which, according to us, are important for understanding the measures of the “Austral Plan”; are reviewed. The second section looks at the more important measures of the plan and the evolution of argentine economy during the first nine months of the application of the plan, that is, from the time the plan was implemented until the prices began to rise. In the last section, we consider some questions the program will have to face in the near future.

RESUMO A crise da dívida da América Latina pode ser dividida em três fases. Na primeira fase, 1982-1984, a América Latina tinha déficit comercial e pequeno poder de barganha. A partir de 1984 a América Latina passou a apresentar grandes superávits comerciais. Isso significa uma transferência de recursos reais, mas também significa um aumento do poder de barganha. Se a América Latina suspender o pagamento de parte dos juros, poderá comprar tudo o que precisa. A terceira fase deve começar agora. Nesta etapa, a América Latina deve usar esse novo poder de barganha de forma mais eficaz para manter taxas razoáveis de crescimento econômico.

ABSTRACT The debt crisis of Latin America can be divided into three stages. In the first stage, 1982-1984, Latin America had a trade deficit and small bargaining power. From 1984 Latin America started presenting large trade surpluses. This means a transference of real resources but also means an increased bargaining power. If Latin America suspends the payment of part of the interest, it will be able to buy all it needs. The third stage should start now. In this stage Latin America should use this new bargaining power more effectively in order to maintain reasonable rates of economic growth.

RESUMO A partir dessa hipótese, este artigo critica a teoria convencional sobre déficit público e apresenta um modelo alternativo de análise macroeconômica dos efeitos do déficit público enfatizando sua composição interna entre juros e gastos reais.

ABSTRACT Starting from this hypothesis this paper criticizes the conventional theory about the public deficit and presents an alternative model of macroeconomic analysis of the effects of the public deficit emphasizing its internal composition between interests and real expenditures.

RESUMO O objetivo principal deste artigo é discutir a estratégia de crescimento com dívida prevista no II PND e adotada no Brasil entre 1974 e 1979, como forma de fazer o ajuste externo da economia. Argumenta-se que, apesar dos equívocos cometidos pelas autoridades no Brasil em matéria de política econômica e em algumas decisões de investimento, a estratégia traçada no II PND e prosseguida no período de 1974 a 1979 desempenhou, em geral, um efeito positivo importante no ajuste das contas externas do Brasil, além de sustentar o crescimento econômico.

ABSTRACT The principal aim of this paper is to discuss the growth-cum-debt strategy set out in the II NDP and adopted in Brazil between 1974 and 1979, as a way of making the external adjustment of the economy. It is argued that, despite the mistakes made by the authorities in Brazil on matters of economic policy and on certain investment decisions, the strategy set out in the II NDP and pursued over the period between 1974 and 1979 played, on the whole, a positive role in adjusting Brazil’s external accounts in addition to sustaining economic growth.

RESUMO Este artigo trata de alguns aspectos cruciais encontrados na contribuição teórica de Keynes. Pretendemos mostrar a importância do tempo, das expectativas e da incerteza em seu esquema analítico e como ele explica a existência da instabilidade do capitalismo levando em consideração esses elementos como constitutivos do sistema capitalista. Além disso, fazemos algumas digressões filosóficas sobre a natureza e importância das decisões num contexto de tempo e incerteza sobre o futuro que envolve necessariamente toda a ação humana.

ABSTRACT This paper deals with some crucial aspects found in Keynes theoretical contribution. We intend to show the importance of time, expectations, and uncertainty in his analytical scheme and how he explains the existence of capitalism instability taking into account these elements as constitutive of the capitalistic system. Furthermore, we make some philosophical digression on the nature and importance of decisions in a context of time and uncertainty about the future that necessarily surrounds all human action.

RESUMO Alguns autores brasileiros que utilizam uma abordagem marxista, têm insistido na inviabilidade da produção capitalista privada. As premissas desta tese são: 1) a diferença existente no processo de produção agrícola entre o tempo de trabalho e o tempo de produção e 2) a hipotética menor taxa de lucro da agricultura capitalista. Este artigo tenta mostrar que essas premissas são falsas uma vez que o processo de produção foi tão alterado pela agricultura moderna que se tornou muito semelhante à indústria.

ABSTRACT Some Brazilian authors that utilize a Marxist approach, have insisted on the unfeasibility of private capitalist production. The premises of this thesis are: 1) the existent difference into the agriculture process of production between the labor time and the production time and 2) the hypothetical lower rate of profit of capitalist agriculture. This article tries to show that these premises are false once the process of production was changed so much by the modem agriculture that it has become very similar to the industry.
