Analysis of Models for Evaluating People Requesting Continued Payment Benefits

This article presents an analysis of the results of the evaluation of people with disabilities who request Continued Payment Benefits, based on the International Classification of Functioning, Disability and Health (ICF) according to the characterization of the requests for this benefit in terms of diagnosis of disability. Among the 1,404 requests for the benefit filed at Social Security Agency of the municipality of Assis Chateubriand, Paraná State, the illnesses and disabilities were analyzed and grouped according to medical diagnoses (CID-10). The study also reviewed the conclusions of the processes filed from May 2006 - April 2009, before the change in the law and for the period from May 2009 to April 2012, after the institution of the social evaluation based on the ICF. The number of requests denied increased after the implementation of the evaluation model in 2007 (59.65%). It was concluded that the legal alterations that define the current model of medical and social evaluation of incapacity do not have a positive impact on the expansion of social rights, and the Continued Payment Benefit continues to be highly focused and selective.
