Assessment of the National Program for Access and Quality Improvement in Primary Care in the state of Ceará

The aim of the study was to evaluate the implantation of the National Program for Access and Quality Improvement in Primary Care in the state of Ceará. The theoretical approach used the CIPP Evaluation Model — Context, Inputs, Processes and Product. The methodology used the qualitative approach of exploratory-descriptive nature. We used a structured interview and documentary research. The organization and analysis of the data were done based on the Thematic Content Analysis. The results of the study indicated that the implementation of the program took place in a vertical manner by the Ministry of Health, also indicating the need of upgrading the human, technological and financial resources, besides the role of the State in the funding of primary care.
