The implementation of Adolescent-Friendly Primary Health Care Units in Brazilian Municipalities

The Brazilian Ministry of Health, in partnership with Pan American Health Organization (PAHO) and Instituto Veredas, developed a pilot strategy for adolescent-friendly Primary Health Care Units (UBS). This is an experience report on the implementation of the strategy in different regions of Brazil, based on structured listening processes with professionals, managers, and adolescents. The methodology included situational diagnosis, participatory workshops, action planning, and technical follow-up. The experience demonstrated progress in building bonds with adolescents, strengthening active listening, including youth participation in local health governance, and reorganizing care flows. Health professionals reported improved responsiveness to adolescent needs and increased youth protagonism. The implementation of adolescent-friendly UBS units highlights the importance of recognizing adolescents as subjects of rights, ensuring them a safe, accessible, and responsive environment. Strategies adapted to the specificities of this age group promote equity, reinforce Primary Health Care attributes and contribute to sustainable, comprehensive care. Strengthening primary care with a focus on adolescence is aligned with national and international legal and normative frameworks.
