Abstract in Portuguese:

RESUMO O objetivo deste texto é avaliar a inserção das proposições das Conferências Municipais de Saúde nos Planos de Saúde em municípios de Santa Catarina. A sistematização dos relatórios das Conferências, dos Planos de Saúde e das entrevistas com os delegados foram organizadas em categorias, tendo por base a organização do Sistema Único de Saúde (SUS), como política e serviço. Através de um estudo qualiquantitativo analisamos as proposições das Conferências e relacionamos com as prioridades dos Planos de Saúde, fazendo comparações, destacando as categorias mais expressivas e os silêncios. No processo de sistematização, verificou-se que as propostas das Conferências não se identificam com os objetivos, as ações ou metas dos Planos de Saúde. A incorporação das demandas dessa plenária no documento de organização da política de saúde, que é o Plano de Saúde, tem sido baixa, oscilando de 2 a 35%.

ABSTRACT The objective of this text is to evaluate the introduction of the propositions of Municipal Health Conferences in the Municipal Health Plans of Santa Catarina. The systematization of the Conferences reports, of the Health Plans and of the interviews with delegates were organized into categories. The categories had the organization like Unified Health System, such as political and service. Through a quali-quantitative study, we analyzed the propositions of conferences and related them with the priorities of health plans. After comparisons, the most expressive categories and silences were highlighted. In the systematization process, it was noticed that the proposals of the Conferences do not recognize with objectives, actions or marks from the Health Plans. The incorporation of demand from this plenary in the document of health politic organization (Health Plan) has been low, oscillating between 2 to 35%.

RESUMO Objetivou-se identificar e analisar os indicadores de capacidade tributária do município de Nilópolis para o financiamento da gestão do Sistema Único de Saúde (SUS) nos anos de 2007 e 2008. Tratou-se do estudo de caso de um município da Região Metropolitana do Estado do Rio de Janeiro, a partir dos indicadores disponíveis no Sistema de Informações sobre Orçamentos Públicos de Saúde. Os resultados mostraram baixa arrecadação tributária do município e alta dependência de transferências constitucionais do Fundo de Participação dos Municípios (FPM) e legais (SUS) da União. Enfatiza-se a necessidade de discutir o federalismo fiscal brasileiro e refletir sobre estratégias e mecanismos para as especificidades do financiamento da saúde em cidades metropolitanas.

ABSTRACT The main objetive of this article was to identify and to analyze the indicators of tax capacity of the municipality of Nilópolis for financing the management of the Unified Health System (SUS) in the years 2007 and 2008. This was the case study of a municipality in the metropolitan region of Rio de Janeiro, from the indicators available in Public Health Budget Information System. The results indicated the low tax revenue of the municipality and its high dependence on constitutional (FPM) and legal (SUS) transfers from the Union. It is emphasized the need to discuss the Brazilian fiscal federalism and to reflect about strategies and mechanisms for the specific financing in the metropolitan cities.

RESUMO Visando avaliar o Programa Estadual de Incentivo à Saúde da Família, fez-se um estudo de caso em município do Pantanal, no Mato Grosso, utilizando-se dados primários e secundários e instrumentos da pesquisa quantitativa e qualitativa. Considerou-se o programa parcialmente implantado (62%). Os percentuais mais elevados relacionaram-se ao contexto político-organizacional (72%). No contexto interno, a implantação foi de 48%, destacando-se negativamente: oportunidade (25%) e qualidade técnica (25%), em função de problemas relacionados à qualificação, ao predomínio de contratos temporários e à inexistência de planejamento das atividades das Equipes de Saúde da Família. Ainda que a Secretaria Municipal de Saúde goze de relativa autonomia polticoadministrativa e de execução financeira, a pesquisa identificou vários aspectos cuja implantação pode melhorar esse programa.

ABSTRACT To evaluate the State Incentive for the Family Health Program, a case study was carried out in a municipality of the Pantanal, in Mato Grosso, using primary and secondary data and instruments of qualitative and quantitative research. The program was partially implanted (62%). The highest levels were related to politic-organizational context (72%). In the internal context, the implantation was of 48%, negatively highlighting: opportunity (25%) and technical quality (25%), due to problems related to the qualification, to the predominance of temporary contracts and to the inexistence of planning at the Family Health Program. Even if the Municipal Health Secretary has relative political-administrative and financial execution autonomy, the research identified several aspects which implantation may improve this program.

RESUMO Este artigo aborda o tema do processo de trabalho e humanização em saúde que envolve o conjunto de políticas implementadas pelo Ministério da Saúde no Brasil. A suposição é que a Estratégia Saúde da Família tem produzido experiências locais com potencialidades que não deve ser desperdiçadas, apesar das dificuldades e discrepâncias entre o modelo real e proposto. A pesquisa está ancorada fortemente nos aportes teóricos de Boaventura de Sousa Santos acerca da sociologia das ausências e das emergências, bem como do trabalho de tradução.

ABSTRACT This article approaches the topic of work process and humanization in health that involves the set of policies implemented by the Ministry of Health in Brazil. The assumption is that the Family Health Strategy has produced local experiences with potentialities that must not be wasted, in which there are difficulties and discrepancies between the real and proposed model. The research is anchored strongly in the theoretical concepts of Boaventura de Sousa Santos about the sociology of privations and emergencies, as well as of the work of translating.

RESUMO Este estudo descreveu e analisou as concepções dos Agentes Comunitários de Saúde (ACS) das equipes de saúde da família de Sorriso, Mato Grosso. O município contava, em 2008, com 13 unidades na área urbana e 64 ACS distribuídos nas equipes. Realizouse observação participante durante visitas domiciliares e entrevista em grupo focal. Os resultados apontaram para concepções restritas e contraditórias sobre as atividades desenvolvidas em equipe e sobre os princípios da saúde da família. Ações para minimizar fragilidades e conflitos devem ser planejadas pela equipe de saúde e, principalmente, pela gestão municipal.

ABSTRACT This study described and analyzed the conceptions of the Community Health Agents (ACS) of family health teams of Sorriso, Mato Grosso. The city had, in 2008, 13 units in urban areas and 64 ACS distributed in teams. We conducted participant observation during home visits and focus group interview. The results pointed to limited and contradictory views on the activities of a team and on the principles of family health. Actions to minimize weaknesses and conflicts should be planned by the health team and, especially, by municipality administration.

RESUMO O estudo teve como objetivo identificar os desafios da prática profissional do enfermeiro inserido no Programa Saúde da Família. Tratou-se de uma revisão de literatura que compreendeu olhares de diversos autores sobre as atribuições do enfermeiro que atua no âmbito do Sistema Único de Saúde e como ele exerce sua função na prática diante da sua realidade. A pesquisa ocorreu por meio dos bancos de dados Medline, Lilacs e BDENF. Vários artigos e três manuais foram encontrados e selecionados de acordo com o tema escolhido. Concluiu-se que o enfermeiro possui diversas atribuições na Equipe de Saúde da Família e torna-se de extrema importância viabilizar essas atribuições na prática. Desse modo, o enfermeiro gerencia o processo de trabalho de forma efetiva e promove uma assistência com qualidade.

ABSTRACT The study aimed to identify the challenges of practice of nurse inserted on Family Health Program. It was a literature review that comprised looks by several authors of nurses who works in the Unified Health System and how they exert their function in practice facing reality. The search occurred through databases Medline, Lilacs and BDENF. Various articles and three manuals on the subject were found and selected according to the topic chosen. It was concluded that the nurse has many responsibilities in the Family Health Team and becomes extremely important to make those assignments. Thus, the nurse manages the process of work effectively and promotes assistance with higher quality.

RESUMO Este estudo teve por objetivo analisar as interfaces entre o processo saúde/ doença e o processo de trabalho de enfermeiros da Estratégia Saúde da Família no município de Santa Cruz (RN). Tratou-se de uma pesquisa qualitativa, dividida em momentos de aproximação, entrevista semiestruturada e análise dos dados segundo a hermenêutica/ dialética. Como resultados, o processo de trabalho desenvolvido por esses profissionais é fragmentado, inoperante e biologicista. Para os entrevistados, o processo saúde/doença é visto como individual; contudo, o estudo concluiu que esse processo é característico de uma sociedade que expressa as condições coletivas de vida.

ABSTRACT This study aimed to analyze the interfaces between the health/disease process and the work process of nurses from the Family Health Program, in Santa Cruz (RN). It was a qualitative research, divided in moments of approach, semi-structured interviews and analysis of data, based on the hermeneutic/dialectic. As a result, the process of work of these professionals is fragmented, ineffective and biological. For the respondents, the health/disease process is seen as individual. However, the study concluded that this is a typical process of a society that expresses the collective living conditions.

RESUMO O presente artigo trata-se de um relato com o objetivo de compartilhar a experiência adquirida por discentes, docente e profissional de saúde no desenvolvimento do Programa de Educação pelo Trabalho para a Saúde/Vigilância em Saúde vinculado à Universidade Federal da Bahia. Esse programa priorizou como problema de saúde a mortalidade materna e, através da realização de coleta de dados, seminário, oficinas e treinamento para os profissionais de saúde do Distrito Sanitário do Subúrbio Ferroviário, possibilitou: o exercício da interdisciplinaridade; o diagnóstico da situação de saúde; a organização de atividades e eventos; e a sistematização e divulgação do conhecimento.

ABSTRACT This article is a report with the aim of sharing the experience of students, teachers and health professionals in developing of the Program of Education by work for Health/Health Surveillance linked to the Federal University of Bahia. This program has given priority to maternal mortality. By performing data collection, seminars, workshops and training for healthcare professionals from the Sanitary District at the Railway Suburb, the search for interdisciplinary and health diagnosis, organization of activities and events, and the systematization and dissemination of knowledge made it possible.

RESUMO Este artigo contextualiza o conceito de desinstitucionalização como proposta de pauta na agenda dos movimentos pela reforma da atenção em saúde mental, reforma crucial para o avanço do Sistema Único de Saúde (SUS). Apresenta breve histórico do movimento de reforma psiquiátrica e análise sucinta do conceito de desinstitucionalização. A desinstitucionalização é um processo social complexo, propositor de mudanças sociais e culturais, que não pode ser confundido com a mera desospitalização. A reforma do modelo de atenção em saúde mental pauta-se pela promoção da inclusão social, da conscientização e da cidadania.

ABSTRACT The authors contextualize the concept of deinstitutionalization in the agenda for the Brazilian mental health reform and for the advancement of the National Health System (SUS). A brief historical account of the movement for psychiatric reform is presented as well as a succinct analysis of the concept of deinstitutionalization. Deinstitutionalization is a complex social process proponent of social transformation and cultural change, which cannot be confused with more dehospitalization. The reform of the model of psychiatric is guided by promoting social inclusion, awareness and citizenship.

RESUMO O presente artigo problematiza a efetivação do Plano Nacional de Saúde no Sistema Penitenciário. A reflexão teórica articula o universo prisional com autores das Ciências Sociais e apresenta aspectos empíricos dos Estados do Piauí e de Minas Gerais. Relaciona, ainda, a saúde no Sistema Penitenciário e no Sistema Único de Saúde (SUS). Concluiu-se que o acesso equitativo aos serviços de saúde - incluindo-se aí o acesso das populações privadas de liberdade - configura-se na manifestação real da justiça distributiva e da solidariedade, cabendo, também, à comunidade acadêmica acompanhar a qualidade desses processos.

ABSTRACT This article discusses the effectiveness of the National Health Plan in the Prison System. The theoretical discussion articulates the prison world with the authors of Social Sciences, presenting empirical aspects of the states of Piaui and Minas Gerais. Also, it lists the health system in the penitentiary and in the Unified Health System (SUS). It was concluded that equal access to health services, including here, the access of populations deprived of liberty, is configured in the actual manifestation of distributive justice and solidarity. The academic community also must to monitor the quality of these processes.

RESUMO O objetivo deste texto foi narrar o processo de escolha dos referencias teóricos utilizados em uma pesquisa etnográfica explorando a interação entre revisão bibliográfica/ observação empírica/experiência subjetiva. Analisando-se o percurso da pesquisa a partir das teorias de Roy Wagner, evidencia-se a importância de se observar não apenas o que ocorre no campo, mas também como aquilo que ocorre no campo é vivenciado pelo pesquisador, como um importante recurso nesse processo de escolha.

ABSTRACT The objective of this paper was to narrate the selection process of the theoretical approach used in an ethnographic research, exploring the interaction between literature review/empirical observation/subjective experience. The importance of observing not only what happens on the field, but also how what happens in the field is experienced by the researcher, was described as an important resource in this process of choice, by the analyze of the trajectory of the research using the Roy Wagner’s theories.

RESUMEN Estudios recientes muestran que la circuncisión masculina es un método de protección parcial del VIH en la transmisión sexual heterosexual de mujer al hombre, con una efectividad aproximada del 60%. Tales datos son el resultado de tres pruebas clínicas realizadas en África (Sudáfrica, Kenia, y Uganda), que impulsaron algunas recomendaciones internacionales para su promoción. Presentase el estado del arte sobre los principales debates actuales, así como algunas investigaciones realizadas en distintos países sobre la circuncisión masculina. Al respecto, existen preguntas no resueltas y argumentos opuestos sobre su pertinencia como medida de salud pública, considerando: políticas de salud, pautas culturales, economías, intervenciones, derechos humanos, ética, sexualidad y género, entre otros, que brindan una visión global para dar respuesta a la pandemia del VIH/SIDA.

ABSTRACT Recent studies have shown that male circumcision is a method of partial protection from HIV in the heterosexual transmission from women to men, with an approximate 60% efficacy. These data result from three clinical trials conducted in Africa (South Africa, Kenya, and Uganda), which prompted some recommendations for promotion. Here we present the state of the art on the major current debates, and some research in various countries on male circumcision. In this regard, there are unsolved issues and opposing arguments on their relevance as a public health measure, taking into account: health policies, cultural patterns, economies, interventions, human rights, ethics, sexuality and gender, among others, providing a global response to the HIV/AIDS.

RESUMO Estudo documental que buscou avaliar a estrutura dos serviços de atenção obstétrica e neonatal na Paraíba, a partir das normas sanitárias vigentes. Observou-se que, a maioria das maternidades, não dispõe de materiais para o alívio não farmacológico da dor, não permite acompanhantes, a estrutura física não garante privacidade e prevalece a ausência de quartos destinados à assistência durante o trabalho de parto, parto e pós-parto imediato (PPP). Identificou-se como satisfatória a presença das escalas dos plantonistas e de lavabos. Espera-se contribuir para a sensibilização dos gestores de saúde, a fim de melhorar a qualidade das maternidades, a partir dos critérios mínimos de estrutura apontados.

ABSTRACT This is a documental study which aimed to evaluate the structure of the obstetric and neonatal care in Paraíba, from the current sanitary norms. The study observed that most of maternity hospitals has not materials to the non-pharmacological relief of pain. Also, companions are not allowed, the physical structure does not provide privacy and, usually, the labor, delivery and post immediate delivery rooms are absent. Moreover, the presence of shift scales and lavabos were identified as satisfactory. Therefore, this study intended to contribute to the sensitization of health managers, in the intention of improving the quality of maternity hospitals from the minimum criteria.

RESUMO O presente trabalho objetivou relatar um caso de auditoria odontológica em fichas de atendimento ambulatorial do Sistema Único de Saúde, bem como alertar os gestores e profissionais quanto à importância de se observar o correto preenchimento da documentação administrativa durante a assistência odontológica. O não cumprimento das normas que regem o preenchimento da documentação relacionada aos tratamentos odontológicos realizados no âmbito da rede pública acarreta ônus indevido a todos os envolvidos no Sistema: profissionais, gestores e usuários, podendo os envolvidos serem investigados nas esferas civil, penal e administrativa.

ABSTRACT This study aimed to report a case of dental audit in outpatient care records of Unified Health System and to alert managers and professionals about the importance of correct filling of administrative documents during dental care. The non compliance with the rules which govern the filling of documentation related to dental care carried out within the public service causes burden to the people involved: professionals, managers and users. People involved can be investigated in civil, criminal and administrative fields.
