Information technologies and digital exclusion

Information technologies and the new economy based on knowledge lead to debates concerning social, political and cultural dimensions, relating to their uses, consolidated in terms of digital exclusion. In the library environment, considered as social institutions that can have a community sense, that is, a space of connection between information resources with the communities which use them, the objective of social inclusion would be realized through information policies for citizenship, in opposition to the exclusion wich deepens social and economical exclusion. This study analyses aspects related to the use and to the policies which involve information technology and give it content.
