A gestáo do conhecimento e a inovação tecnológica

In thisfourth "wave ", the one of knowledge, it is known that, among the great challenges we shallface for the construction of a more modern, wealthy, and fair society, are those of diminishing the "gaps of knowledge " and that ofeliminating problems with theflow and the access to information, as it is emphasized in the Report for World Development "Knowledge for Development -1998/1999", prepared by the World Bank. If the problem of the "gaps of knoledge " is strongly connected to the deficiencies of informaion, then it is natural that in trying to solve those, we should look for solutions in order to correct htese. To eliminate the "gaps of knowledge " may be n almost impossible taskfor developing countries. To diminish these gaps is possible. Foccusing this purpose, the central question to which we will look for an answer, in this paper, will be: How to use, in a most efficient way, and with positive results, the stock of technological knowledge available in a country? Searching for an answer to this question we will analyse, briefly, some aspects of the typical environment where it is processed the generation, the commecialization, the transfer and the transformation of knowledge into innovation. Wliem, then, it is transformed into richness and it produces well being. When we know the peculiarities ofthis type ofmarket, and the characteristics of the agents that act in this process, we understand that it will be possible (having data and the available information analysed and having a better understanding of the existing problems of the present times) to suggest ways capable ofaccelerating economic and social benefits derivedfrom the transformation of knowledge into innovation. Thus, the final aim of this paper is to present a proposal that enable us to shorten the "gaps of knowledge " and, thus, reduce information problems and maximizing society gains, by revealing and, efficiently, appropriating the existing knowledge and making it availablefor interchange, commerce and transference.
