Analysis of perceptions on political-institutional relations of the management group of Florianópolis/SC: UNESCO Creative City of Gastronomy

Abstract:

One of the basic premises of the UNESCO Creative Cities Network is to promote cooperation between actors of the member cities. Thus, for a city to be part of the network, it is necessary to promote public and private joint actions, through political-institutional actions. The objective of this paper was to analyze the perceptions of the Management Group responsible for the dossier of Florianópolis as a UNESCO creative city in the field of gastronomy, in relation to the political-institutional relations of those involved in gaining the recognition. The analysis considered the public commitment made by the representatives of the city to the UNESCO. The research method adopted was guided by a qualitative approach of an exploratory nature, through a bibliographic and document research, and a survey, conducted through semi-structured interviews with representatives of the Management Group of Florianópolis/SC between October and December 2017. All the interviews were recorded and were conducted in person, after obtaining the respondent’s permission by e-mail. The results showed that despite the good relationship between the entities that are part of the Management Group, there are some barriers to efficiency in the implementation of the activities for compliance with the commitments to UNESCO, particularly financial barriers, and also a failure, among the institutions involved, to fulfil some of their responsibilities.
