National Solid Waste Policy effects on urban solid waste management in the most populated municipalities of Minas Gerais: a multivariate analysis

Abstract

The National Solid Waste Policy (PNRS in portuguese) publication was a decisive environmental milestone in the scope of municipal solid waste management sustainability and quality. However, of the municipalities with the Policy is still inadequade after more than a decade of its enactment. Thus, this paper aims to analyze the PNRS effects in the populous municipalities of Minas Gerais through the Principal Component Analysis (PCA) application. This analysis was performed using the RStudio “R v. 3.5.1” after selecting the municipalities and variables according to the theme adherence and data availability in the National Sanitation Information System (SNIS in portuguese). The tool was considered as suitable for this analysis and that two components are sufficient to represent more than 70% of the data variability. In addition, it was found that the components are related to the objectives and principles of the PNRS. Therefore, it was concluded that the PNRS effects on MSW management in these municipalities was positive, but not enough considering the Law’s age and the urgency of a systemic view to achieve a quality management. As evidence of this reductionist view, it is mentioned the focus given only to selective collection, when other actions to decentralize MSW management should be considered with the same importance.
