Analysis of land occupation in permanent urban preservation areas susceptible to flooding: case study in Vale do Itajaí, SC

Abstract

Informal occupations are a reality in the Itajaí River Basin (BHRI) in Santa Catarina, causing the occupation of environmentally fragile areas prone to becoming flooded. The objective of the study was to diagnose land occupation in permanent preservation areas susceptible to flooding in the municipality of Indaial, located in the BHRI and discuss socio-environmental aspects caused by these occupations. The theoretical-methodological framework, legal apparatus and physical-territorial context were used. The methodology used by Varallo et al. (2016), defining priority zones for environmental preservation and restriction of urban occupation. The Arcmap 10.1 software was used to cross the variables: APPs of the Itajaí-Açu river, areas susceptible to flooding indicated by the HAND model and horizontal projection of the built density. Of a total of 1197.24 hectares of area of interest, 14.9% are presented with high priority for environmental preservation, 51.9% with medium potential and 33.3% resulted in low priority. The discussions and analyzes carried out allow us to consider that the effects of natural events, such as floods, are more strongly observed in populations that occupy susceptible areas to these events, evidencing the need to manage the use of these areas through the existing legal system and others that may be established.
