The urban policy instruments and Revitalization Program as refunctionalization indicators in the public policies for the Old Center of the City of Salvador (BA)

Abstract

The Revitaliztion Program, established by Municipal Law Nº 9.215/2017, provide tax benefits on houses and activities to those who are willing to carry out different forms of interventions in the Area of Cultural and Landscape Protection (APCP) of the Old Center of Salvador. In parallel, it is understood that The Statute of the City fixed the instruments of urban policy that, if well applied, can reduce the inequalities related to housing and idleness of real estate. From the review on the concept of re-functionalization and the evaluation of the urban instruments of the Old Center, It was sought to evaluate the impacts of the relationship between the properties deferred by Revitalizar and the production of urban space in the traditional center of Salvador. The main findings were: There was no consolidation of a public policy that sought to reduce inequalities through actions to preserve urban heritage and tax incentives did not meet a social aspect that has broken with the trajectory of accumulation of wealth that has been strengthening the national and foreign capitalist classes through taxation.
