Brief History
Revista Brasileira de Educação Especial – RBEE [Brazilian Journal of Special Education] was created in 1992 and, a year later, on August 13, 1993, the Associação Brasileira de Pesquisadores em Educação Especial – ABPEE [Brazilian Association of Researchers in Special Education] was founded, in the city of Rio de Janeiro, during the 3rd Special Education Seminar. Since then, RBEE has been an important space for disseminating and sharing knowledge produced in the area of Special Education, bringing together the production of the most recognized researchers in this field. For a long time, RBEE was the only journal in the area in Brazil. Currently, the Journal is widely consolidated in the area and sought after by Brazilian and foreign researchers as a means of publishing their research. Furthermore, the Journal has been used as a reference in different disciplines in the field of Special and Inclusive Education, Graduate Programs and public competitions for teachers in the area. The Journal aims to disseminate knowledge in Special Education and related areas through continuous publication. It publishes original papers, mainly research reports, but also including space for theoretical essays, literature review papers and book reviews. The abbreviation of its title is Rev. bras. educ. espec., which must be used in bibliographies, footnotes, references and bibliographic entries. |
Open Science Compliance
The Open Science movement proposes guidelines for collaborative, shared and public scientific practice. The Brazilian Journal of Special Education – RBEE adopts a series of practices in line with the Open Science guidelines, such as: the free access policy, the code of good practices for editors and the use of social media for the dissemination of published works. Furthermore, it requires the precise indication of the role of each of the authors in papers with multiple authorship, encourages the sharing of analysis data sets, instruments, scripts of statistical analysis, scripts and additional materials, made available in open online repositories, such as, for example, SciELO Data, if they cannot be published in the work itself, information that must be indicated in the manuscript. Consequently, papers reporting research must indicate and reference the availability of content underlying the development of the research and the results obtained. The Brazilian Journal of Special Education – RBEE encourages the publication of preprint papers on public platforms, such as Preprints, SciELO and Psyarxiv, so that, if applicable, they can be discussed openly before being published. Papers submitted for publication must be unpublished elsewhere, in printed or electronic media, except for those available in preprint repositories. Simultaneous submission for evaluation in another journal is not permitted. |
Ethics in Publication
The Brazilian Journal of Special Education – RBEE is committed to complying with ethical issues related to published papers based on the following documents: a) CNE Resolution no. 466/2012 (Ethics in Research with Human Beings); b) CNS Resolution no. 510/2016; c) CNPq Document – Ethics and integrity in scientific practice; d) in the principles of the SciELO Codes of Ethics, present in the “Guidelines on Best Practices for Strengthening Ethics in Scientific Publication ”; in the “Principles of Transparency and Best Practices in Scholarly Publishing” recommended by the Committee on Publication Ethics (COPE). At the time of submission, the author must declare that all ethical guidelines concerning the integrity of the scientific activities conducted during the research have been adhered to, and must also provide information about funding sources, such as research agencies. In research involving data collection with human beings, or sensitive data in accordance with the Lei Geral de Proteção de Dados Pessoais – LGPD [General Law of Personal Data Protection], authors must attach a statement of approval from the ethics committee of the institution responsible for approving the research. Adherence to good research ethics practices is the sole responsibility of the author. |
Focus and Scope
The Journal publishes national and international unpublished papers focusing on the area of Special Education in interface with other areas of knowledge such as Education, Psychology, Health, among others, as long as there is an emphasis on Special Education. Its target audience is researchers and graduate students in Special Education and related areas. The Journal publishes only original papers, mainly research reports, but including space for theoretical essays, literature review papers, as well as book reviews. |

Preprints
RBEE encourages the publication of preprint papers on public platforms, such as Preprints, SciELO Preprints and EmeRI, so that, if applicable, they can be discussed openly before being published. Preprintsare manuscripts ready for submission to a journal, which are deposited on an open access web server in advance, by the author, or in parallel to submission to the journal, by the author or the journal. When using a preprint as an option, the author must inform the journal upon submission whether the manuscript is deposited in a preprint server, including the name of the server and its URL. |
Peer Review Process
Manuscript review occurs in two stages. In the first, two reviewers from the Editorial Committee carry out a screening to verify compliance with editorial guidelines. In the second stage, manuscripts approved in the first stage are sent to one of the associate editors who are part of the RBEE Editorial Committee. The associate editor forwards the manuscript, anonymously, to two reviewers who indicate acceptance, rejection or necessary reformulations. In case of conflicting opinions, the manuscript is analyzed by the editors who decide whether or not to publish it, based on the recommendations of the opinions. The editors involved in the evaluation process are named in the published paper. Furthermore, in the journal’s last annual issue, there is a list of reviewers who participated in the evaluation of manuscripts published during the year. The standard form of evaluation adopted by the journal is double-blind. However, in cases of preprintit is not possible to guarantee the anonymity of the authors and, therefore, the evaluation may be single-blind or open. |
Open Data
Valuing the consolidation of Open Science processes, the author is requested to share all content (data, program codes and other materials) underlying the text of the manuscript, previously or at the time of publication. Exceptions are allowed in cases of legal and ethical issues. The objective is to facilitate the evaluation of the manuscript and, if approved, contribute to the preservation and reuse of data and information, as well as the replicability of research. For sharing, the author can use the repository of his/her institutions, as well as identify relevant and certified repositories: List of repositories for depositing SciELO research data . Alternatively, the author may state that the data will be made available upon direct request to the author, or that all data are contained and discussed in the paper. The repository where the data and information are located, if applicable, must be cited in the text in accordance with the Research Data Citation Guidelines, preferably in the methodological section, included in the list of references and in the “Data Availability Statement” section. |
Fees
RBEE does not charge fees for submitting, evaluating or publishing papers. The journal is published in electronic format and is freely accessible. The editorial process expenses are financed by the Brazilian Association of Special Education Researchers and by CNPq funding notices. |
Ethics and Misconduct, Correction and Retraction Policy
RBEE is in accordance with the main guidelines of international and national organizations that serve as a reference for principles and good practices on ethics and negligence for scientific publications and is guided by the main ethical practices of COPE , SciELO “Guidelines on Best Practices for Strengthening Ethics in Scientific Publication” and the “Principles of Transparency and Best Practices in Scholarly Publishing” recommended by COPE, DOAJ, OASPA and WAME. If authors discover that there was any type of relevant error after publishing the paper, they must immediately inform the editors, so that the appropriate errata can be published. |
Conflict of Interest Policy
The conflicts of interest may be of a personal, commercial, political, academic or financial nature. Conflict of interest may occur when authors, reviewers or editors have interests that may influence the elaboration or evaluation of manuscripts. When submitting the manuscript, authors are responsible for recognizing and disclosing financial or other conflicts that may have influenced the work. The authors of papers published by Revista Brasileira de Educação Especial – RBEE maintain the copyright of their works, licensing them under the Creative Commons CC-BY license, which allows papers to be reused and distributed without restriction, as long as the original work is correctly cited. |
Intellectual Property and Terms of Use
All journal content and papers published by RBEE, except where otherwise noted, are licensed under the Creative Commons Attribution License. Once accepted, manuscripts may undergo non-substantial changes (grammatical corrections and stylistic adjustments) in the text editing stage. The data, opinions and concepts expressed in the papers, as well as the accuracy of the bibliographic references, are the sole responsibility of the authors. RBEE encourages authors to self-archive their accepted manuscripts, publishing them on personal blogs, institutional repositories and academic social media, as well as posting them on their personal social media, as long as the full citation is included in the journal website version. |

1 Papers sent to RBEE must be unpublished (preferably in Portuguese, English or Spanish), with the journal having exclusive rights to publish them. Papers are received on a continuous basis, in the order they are submitted. The deadline for evaluating the manuscript can take from one to six months. The publication period can take 12 to 18 months. The journal is online and is open to the entire scientific community through SciELO. 2 To guarantee a democratic space in the journal, each author and/or co-author may publish only one paper per year. Authors and/or co-authors who have a paper under evaluation will not be able to submit another until they have the final opinion on the first submission. 3 Each paper can have a maximum of three authors, one of whom must have a PhD. Authors who submit papers to the journal, and have a doctorate degree, must commit to providing evaluative opinions to the journal, during the editorial process of the submitted paper.
