This paper argues the urgent transformation of public and university policies, scientific and technological research in the context of a knowledge society, in order to provide sustainable processes of cognition, that place at its center the development of research capacity, and that makes it possible to promote a qualitative leap to move from the current model of education and Mode 1 university, of the disciplinary type -- professional, linear, focused on dissemination of repeated and repeatable knowledge -- to one in which the multiplication of means of learning enable the inquiry and learning that builds solutions in knowledge production.
