Open-access Higher Education and instances of power in Cape Verde

This study sought to contextualize the different spheres of power expressed in the statutes of the University of Cape Verde (Uni - CV). The Uni - Cv is the first public university in a country that has a history of about five centuries subject to Portuguese sovereignty An interesting feature when we look at higher education in Cape Verde , with respect to the number of young people seeking education abroad . The three pillars that constitute the legal framework of higher education in the country ( Legal Regime of Higher Education Institutions; Legal Regime Degrees and Diplomas of Higher Education and Regime on Access and entry to higher education) , are addressed as they set and reconfigure Statutes of the Uni - CV, besides being extremely new and still in the implementation phase . Are addressed the first statute that appears in 2006, along with the creation of the Uni - CV and its statutory revisions 2007, 2009 and 2011. Served as reference studies of Hirsch and Varela, who deal with the Cape Verdean university educational historical context. Research has shown how various factors interfere in the country's higher education issue, such as the "Cape Verdean diaspora " and the emphasis on the " knowledge economy " expressed in official documents studied and appears to be the hope of the competitive insertion of Cape Verde .
