The present work presents a model of land regularization adopted by the City Hall of Quatro Barras, Paraná State, Brazil, through the Governmental Program named Legal Housing, which aims to regulate the irregular settlements of Vila Pinheirinho suburb. The intention is to legalize the illegal occupations and maintain the current residents in the region, ensuring a better life quality for these residents and also the welfare of the population with the implementation of an appropriate urban infrastructure. Nowadays the land tenure regularization process demands surveying of the property limits and a complete database of its characteristics. In order to do this, it was proposed a specific methodology for land survey and land tenure that made possible the decision-making process regarding the regularization's processes implemented by the Municipal Public Defender. Therefore, it was defined an area of study which comprises several illegal occupations, taking as premise the cadastral data contained in the municipal geographic database. It was then confirmed the social importance of urban cadastre to the property access.
