The National Literacy Assessment in the context of the Basic Education Assessment System and the National Pact for Education at the Right Age: accountability and control

ABSTRACT:

Despite its characterization as a second-generation assessment, the National Literacy Assessment (ANA), one of the components of the Basic Education Assessment System (SAEB), is also one of the National Pact for Education on the Right Age (PNAIC) initiative, thus it is linked to a continuing education program for teachers. This article intends to discuss the tensions that arise due to the "double-faced" nature of ANA, initially discussing it in the context of SAEB, with the use of studies that assess the impacts of large-scale management, curriculum and pedagogical practices. Further on, studies that problematize ANA's relation to PNAIC, notably the advantages and/or restrictions that arise due to its relation to the continuing education program, are discussed.
