This article aims to discuss practices of management associated to the Strategic Plan of Juiz de Fora City (PlanoJF). In this sense, this article remember us some characteristics of the State intervention between the 1930s and the 1980s in Brazil. It also details some facts that since the 1990s have modified the nature of this process. The reflection on theoretical references and the evidences obtained by personal interviews, not-participant comment and documentary analysis makes possible the description of the PlanoJF, the analysis of management mechanisms lead by its executive committee and the exposition of some conclusions.
