Proposta metodológica para análise de dados socioeconômicos e ambientais para planejamento e definição de políticas públicas

This paper demonstrates a brand new methodology that is able to solve data comparison problems in census sectors among different population researches. Thus, it aims to show method procedures used in establishing this new urban planning unit named census sector clusters (CSCs). It also aims to apply this method in a study through a basic water service and sewage disposal indicator (housing permanently connected to general public water services), calculated from some variables of the 1980, 1991 and 2000 census. The answers to this test have demonstrated that it is possible to get a space representation through this new urban planning unit data from different population census that took place after 1980. It is also expected that geo-referenced data and/or studies from other institutions are used under the methodology herein presented and as a consequence the integration and development of some other kind of spatial and temporal analyses be possible. Finally, the obtained results indicate that the present methodology might be consolidated as one of the most important tools in territory planning and management.
