Determinants of the deadlines of public procurement using electronic auctions

ABSTRACT

This study aimed to identify determinants of electronic public tender deadlines. Hypotheses were formulated based on the logic of auctions and the theories of public procurement, specifically of public tenders and contracts, using the dimensions: characteristics of the product, procedure, and supplier. The research analyzed public contracts clarifying facts that could shorten deadlines and increase efficiency. Data collection was carried out in four technical departments of the Oswaldo Cruz Foundation, extracted from the government procurement system, for the period 2011 to 2019, with a substantial number of calls for tenders using electronic auctions. Parametric and multivariate analysis and multiple regression were adopted to study the data. The results show several factors positively influencing deadlines, either shortening or extending them. The research contributes to the area of public policy, offers support to researchers who study public tenders, and assists policymakers.
