Effectiveness of the communication process based on the approach of information behaviour: the case of an international organism of public health located in Brazil

This study focuses on the effectiveness of a communication process comprised by the web site of the Technical Unit of Health Systems and Services of the Pan-American Health Organization (HSD/PAHO) and managers of the public health sector. It is based on the concepts of information behaviour patterns of users and information systems supported by technology. The study adopted the Soft Systems Methodology (SSM), presented by Peter Checkland, which is based on the systemic thinking and phenomenological approaches. These approaches have been adopted in the proposal of actions that can contribute to making the communication process between sender and receptors more effective. The conclusion is that, based on the theoretical principles of this study, the effectiveness of communication process between the managers of the public health sector and OPAS website can help outlining the information system available in the HSD website.
