The performance of the Argentinean and the Brazilian congress in a comparative perspective

Usual interpretations about Latin American political system tend to emphasize that the electoral norms and the separation system of power have a significant weight on the type of policy that is approved in the countries. There would be significant differences in the public policy sponsored by the executive and the legislative powers, being that this last would be more headed to particularistic proposals. Drawing on empirical data of projects of law presented and approved in the Argentinean and in the Brazilian Parliament, the article tests and refutes the validity of this hypothesis.
