Relative gains or domestic politics? The Panama Canal Treaties as a two-level game

The goal of this article is to test the explanatory efficacy of the two-level game analytical approach in cases involving strategic interests and national security. To accomplish this, the article presents a case study of the negotiations between the United States and Panama over the Canal Treaties during the mid-70s.
