PEOPLE WITH DISABILITIES AND SISU QUOTAS: MAPPING OF ELIGIBILITY CRITERIA

Abstract

The present study, exploratory and using document analysis, mapped the criteria established by 62 federal universities for eligibility, for students with disabilities, for the for the Sistema de Seleção Unificada [Unified Selection System] (SISU) quota policy. The public notices and terms of adherence of the 2019 selection processes, based on the fundamentals of the social model of disability, the Convenção sobre os direitos da pessoa com deficiência [Convention on the rights of people with disabilities] and the Lei Brasileira de Inclusão [Brazilian Law of Inclusion] (LBI), were analyzed. The results indicate that the norms align with the medical model and ignore the conception of the Convention and of the LBI. Despite being a unique process, there are significant differences in the criteria and the requirements for the proof of disability at each university, which may weaken the policy and the legal security of the candidates.
