ABSTRACT
Based on the configuration of the São Paulo metropolis in the 21st century, when the relations between the restructuring of the economy and the transformation of cities intensify, the paper discusses the management of territorial planning tools anchored in the idea of urban project as a new level of the prevalence of zoning in São Paulo, and proposes the approaching to territory as a challenge to break with the persistent centralization of the territorial planning sector.
