Racial and political representation in Brazil: black congresspersons in the national congress, 1983-1999

This paper proposes to examine the Brazilian Congress with respect to the underrepresentation and behavior of Blacks in this arena. Its major argument consists of two assertions: Afro-Brazilians are dramatically underrepresented in Congress as compared to their proportion in the general population, and both this underrepresentation and the political and cultural factors relating to it bring about an immense reduction of Afro-Brazilians’ effectiveness in Congress.
