Brazilian Forest Code: economic and social impacts in the city of Bandeirantes – PR

ABSTRACT

The study aimed to analyze the economic and social impacts caused by forest regeneration in the city of Bandeirantes - PR, considering two scenarios: the effective Forest Code and the proposed amendment. In this city, 83.63% of the rural properties are part of the familiar agriculture, with predominance of small farms and smallholdings, in which social problems may arise if the changes in environmental laws have no adequate and feasible economic alternative. If the proposal be approved, the riparian areas along streams will be reduced from 4,270.74 ha to 2,122.18 ha, while in the springs and in the main rivers, that will not change, there will be 434.17 ha and 1,152.32 ha, respectively. By the current Code, the properties with area of up to 72 ha will must recover 3,939.66 ha, while the highest ones, 3,740.31 ha. By the proposal in analysis, those will be recovering 1,352.19 ha and these, 2,558.99 ha, expressing profit of productive area for both, however, this increase could not compensate for the environmental damage caused.
