Through documentary research, this analysis found that the proposals made to the national States in the area of education guide the actions suggested before and after the 'Millennium Declaration', signed by 191 countries in September 2000. It seems that the three pillars (income, longevity and education) of the Human Development Index (HDI) appear intertwined within the Human Development Reports. However, it is demonstrated that the educational deficits, no access to school, illiteracy rates, and non-universal education for men and women undermine any possibility of improving income and longevity. Therefore, human development is shown as entirely dependent on education. There is no progress in other areas without improvement in education.
