Analyzing the concept of Integral Education of government Lula/Dilma through Program More Education

This article analyzes the concept of Integral Education that guides the program named More Education, "a new strategy" of the Brazilian Federal Government for the promotion of "full time education" at the Brazilian public schools. Through the analysis of key documents underpinning the program, it has been found the proposition of an Integral Intercultural Education, based on an Intersectoral and Systemic Management Model. It was also revealed a renewal of postmodern/poststructuralist of the pragmatic escolanovismo (newschoolism) in this Program; a renewal of human capital theory as a Pedagogy Skills, or neo-technicism and, in terms of intersectoral and systemic management planning, the transplantation of work reorganization business model (Theory of Total Quality) to the scope of the educational system. We have concluded that this is a particular expression of moral and intellectual subordination of the government Lula / Dilma to neoliberalism, revealing itself as the expression of "reverse hegemony" as part of the educational policy.
