RESOURCES MANAGEMENT FOR SPECIAL EDUCATION IN A BRAZILIAN MUNICIPALITY (2008-2014)

ABSTRACT:

Based on documental research, this text aims at discussing the funding for Special Education in Brazil, a theme not widespread in this area and related to the improvement of the quality of education, by analyzing the efforts of public municipal authorities to provide resources to this teaching modality, in the period of 2008-2014. The study adopts the concept of State based on Poulantzas (2000) and its implications to public management as well as to the referential basis for the financing for special education. The municipality authority has made an effort to ensure the right to education for all through policies and services offered in its school network. However, the derisory values foreseen for this modality were underestimated and/or added to the other stages of teaching system.
