O número efetivo de partidos reflete a concorrência política em um sistema partidário, com um valor mais alto indicando maior fragmentação, e vice-versa. Um NEPp alto dificulta a formação de maiorias e coalizões governamentais estáveis em função da pressão que os muitos partidos aliados podem exercer para controlar uma pasta ministerial. |

Este índice oferece uma visão quantitativa de quão unificado é um gabinete e pode indicar a capacidade de um governo de agir de maneira coletiva e coordenada, sendo um fator importante na análise da estabilidade governamental. Assim, quanto maior a proporcionalidade entre ministérios que um dado partido recebe e seu peso legislativo diante dos demais partidos da coalizão, mais estável será o gabinete e, portanto, o governo. |
