ABSTRACT
This study adapted chapter 2 of the PhD research Building the power: dictatorship and public works in São Paulo (1965-1976), written by Deborah Regina Leal Neves and it analyzes the municipal administration of Mayor Faria Lima (1965-1969) and the impacts of the 1966 Tax Reform on São Paulo finances, with emphasis on the carrying out of big public works as a hallmark of the period characterized as “authoritarian modernization.” Primary sources such as reports and municipal budget combining bibliographic debate are used to analyze the financial and urban aspects in the first two years of the mandate (1965-1967) and in its final years (1967-1969) post-Tax Reform period.
